Summary

The Deputy Assistant Director, International Operations is located within ICE Homeland Security Investigations (HSI). HSI is a critical asset in the ICE mission and is responsible for investigating a wide range of domestic and international activities arising from the illegal movement of people and goods into, within and out of the United States.

Responsibilities

The Deputy Assistant Director, International Operations:
  • Works closely with the Assistant Director, International Operations in planning, directing, managing, and coordinating all policies, procedures, and guidelines concerning international investigative activities for ICE.
  • Assists the Assistant Director, International Operations in overseeing the activities of attaches and other personnel assigned to ICE's 77 international offices in 52 countries around the world, which are split by region between three subordinate Division Chiefs. Assists the Assistant Director, HSI and ICE leadership in the formulation and administration of international policies affecting the mission of ICE and DHS.
  • Through ICE Attache networks, provides assistance in the coordination of international investigations with foreign counterparts, provides investigative case support for domestic and international ICE offices in combating transnational crime, acquires and develops intelligence related to cross-border criminal activity, and fosters lawful international trade and travel through a liaison with host country government and industry.
  • Monitors the personnel, budgetary, and logistical needs of International Operations. Reviews organizational structure and function responsibility of the office and determines whether adjustments are needed at headquarters or overseas and implements changes accordingly.
  • Assures effective expenditure of appropriated funds and authorizes cost savings initiatives to increase efficiency while reducing operating costs.
  • Develops, implements, and administers international investigative programs relevant to the investigative activities within ICE's jurisdiction. Establishes working relationships with international law enforcement partners and multilateral organizations relevant to ICE's responsibilities.
  • Establishes and maintains close and cooperative working relationships with ICE and DHS officials, government agencies, and other institutions with related interests in order to advance the programs and objectives of the agency.

Mobility: Organizational and geographical mobility is essential in developing and managing SES leaders and generally is a key to advancement. Mobility is a condition of employment, so you must be prepared to accept, without objection, reassignment based on the needs of the service, including for operational and/or career development purposes. Therefore, SES members, may be reassigned at the discretion of the appointing authority and may be required to sign a mobility agreement.

Drug Testing: This position has been identified as a Testing Designated Position under the ICE Applicant and Employee Drug Testing Program. Satisfactory completion of a drug test is a condition of placement and/or employment in the position and the incumbent(s) of this position is thereafter subject to Random Drug Testing.

Selective Service: If you are a male born after December 31, 1959 and selected for this position, you must certify that you have registered with the Selective Service System, or are exempt from having to do so under Selective Service law.

Financial Disclosure: If you are hired, you will have to complete a Public Financial Disclosure Report within 30 days after appointment.

Probationary Period: You will serve a one-year probationary period unless you previously completed the probationary period in the SES.

Qualifications

(1) BASIC QUALIFICATIONS:

As a basic requirement for entry into the Senior Executive Service (SES), you must have progressively responsible executive leadership and supervisory experience that is indicative of senior executive level managerial capability. This experience should be sufficiently broad in scope and at a major management level in a large or complex organization. The ideal candidate will have experience supervising a large number of employees through subordinate supervisors and have experience hiring, developing, and evaluating employees.

As such, your resume should demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most SES positions such as:
  • Directing the work of an organizational unit;
  • Ensuring the success of one or more specific major programs or projects;
  • Monitoring progress toward strategic organizational goals, evaluating organizational performance and taking action to improve performance; and
  • Supervising the work of employees, developing policy and other executive functions.
If your experience does not include these basic qualifications, you will not be determined qualified for this position.

(2) EXECUTIVE CORE QUALIFICATIONS (ECQs):

The Fundamental Competencies within the following five ECQs are also a part of the selection criteria for SES positions. The ECQs were developed to assess executive experience and potential and do not evaluate technical expertise. ECQs measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

ECQ 1 -LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 -LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 -RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 -BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 -BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Current and former SES members and graduates of approved Candidate Development Programs do not need to submit ECQ narratives but you must clearly state your status in your resume. However, ALL CANDIDATES must submit narrative responses for the Technical Qualifications listed below.

(3) TECHNICAL QUALIFICATIONS - Mandatory
  • Expert knowledge of and ability to manage a variety of complex federal law enforcement investigative programs at a senior level, particularly those that possess a significant international nexus, and demonstrated interest generally in the international components of investigative and operational activities.
  • Expert knowledge of and ability to manage a variety of complex federal law enforcement investigative programs at a senior level and experience in coordinating domestic investigative activities, and operational plans in areas of investigations related to national security, financial, and smuggling violations (e.g., illegal arms exports, financial crimes, commercial fraud, human trafficking, narcotics smuggling, cybercrimes, child pornography/exploitation, and immigration fraud, among others).

  • (4) Political Appointee Employee Verification: "The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-Career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office."

    Lautenberg Amendment: This position authorizes the incumbent to carry firearm. Any person who has been convicted of a misdemeanor crime or domestic violence cannot lawfully possess a firearm or ammunition [TITLE 18, U.S.C., § 922(G)(9)].

    Law Enforcement Retirement: This position will carry secondary law enforcement coverage as provided by 5.U.S.C § 8336 (c) and 5.U.S.C § 8412 (d) for eligible law enforcement employees, which does not carry mandatory retirement. However, some employees may be subject to mandatory separation depending on their individual status.

    Prior Experience: Experience in primary law enforcement position or equivalent experience outside the Federal Government is a prerequisite.

    SES positions are NOT subject to Veterans preference. DO NOT submit your DD214.

The ICE Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority.     2. Executive Core Qualifications (ECQs) - Your ECQ narrative must not exceed 10 pages in total with 1 inch margins and a font no smaller than 12 points. Not required for current or former SES members and CDP certified applicants.

    This document carries the greatest weight in your selection and is the basis for you final consideration for certification in the Senior Executive Service. As a competitive applicant, you must submit a narrative statement for each ECQ describing work experiences that reflect proven, demonstrated success in meeting these requirements. Your ECQ narratives must describe experiences that are no more than 10 years old.

    The more successful narratives are no more than two pages per
    ECQ, with one work experience discussed per page. The preferred format for your response is the CCAR Model (Challenge/Context/Action/Result). Your examples should emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. ECQs measure demonstrated performance, so please note that education or training alone in a particular ECQ is not qualifying experience. References to training and education should be limited to those that specifically supplement your executive work experience.
