Summary
Serve as Lead Mission or Instrument/Payload Systems Engineers to provide end-to-end systems engineering leadership and support that include requirements and architecture development that will span the entire mission development life cycle from advanced concepts through launch and operations within the Instrument Systems Engineering Branch (Code 592) and Mission Systems Engineering Branch (Code 599).

In addition to the Basic Education Requirement, you must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
To qualify for the GS-14:
One year of specialized experience is defined as experience as developing and providing analysis for aerospace flight systems; providing technical leadership for systems engineering or aerospace flight and technology systems across the project lifecycle; managing a multi-disciplinary team; implementing risk mitigation strategies; and the infusion of new technologies.
To qualify for the GS-15:
One year of specialized experience is defined as experience in performing technical program/project work in engineering areas pertinent to designing and developing of instruments, spacecraft and/or ground systems; overseeing the technical activities of system engineers and providing technical leadership for flight and ground system elements; resolving aerospace engineering problems encountered during tests and on-orbit operations; performing all phases of the project development life cycle (end to end); and managing a multi-disciplinary team; developing risk mitigation strategies; and providing direction for the infusion of new technologies.

Responsibilities
- Serves as an a aerospace engineering expert and technical advisor/consultant to agency management, other government agencies, and the aerospace industry on flight systems.
- Assigned to aerospace projects of critical importance with national and/or international collaborations; responsibility is technical leader for the system hardware and software development, requiring technical expertise and experience.
- Lead and manage multi-disciplinary and multi-organizational teams in the requirements definition, design, development, integration, test, verification, and operation of space flight systems.
- Manage systems engineering team labor cost, schedule, and technical aspects including risk management of the project/program.
- Create a viable system design and utilize systems engineering processes to ensure the compatibility of all physical and functional interfaces to assure compliance with system requirements, mission objectives, and design constraints.
- Develop major interface control documents and system verification and test specifications involving all system elements including ground support equipment.
- Develop system models and budgets to assure compatibility with performance and accommodation specifications.
- Direct or manage engineering and the system integration and test activities resulting in a flight-qualified design and acceptance-tested system.
- Serve as a decision-maker on various panels, conferences, working groups, and technical committees.
- Assure procedures are prepared for testing the system, subsystems, and components, as well as, associated non-flight hardware and software; and approve all system test procedures.
- Provide final expert opinion on the design of flight systems projects characterized by constantly, and sometimes greatly, changing physical environment or other similar variables.
- Prepare reports and chair presentations on the technical status of the system to the project, NASA Headquarters, other agencies and industry.
- Consult in the resolution of challenging aerospace engineering problems on projects of national/international scope and impact, characterized by a need for new theoretical treatments, instrumentation, equipment, and procedures.
- Manage schedule and technical aspects including risk management and failure review boards for the project.
- Oversee the development and design of large, new, and unusually complex aerospace and aeronautical flight technology, equipment, or systems.
- Develop or direct the development of innovative and/or novel concepts, processes, and techniques; monitor program, project, or study progress.
- Support proposal preparations in response to Announcements of Opportunity and partner with customers to formulate advanced concepts and architectures to meet system needs.
- Evaluate in-house and contractor proposals for flight systems.
