Responsibilities

As a Community Planner, GS-0020-11, with the National Park Service (NPS), your duties will include, but are not limited to:
  • Provide planning and technical assistance to federal, state and local agencies and organizations to help create local and regional networks of parks, river, trails, greenway and open spaces.
  • Gather in-depth information and perform complex analyses of land use patterns, river and trail corridors, and open space areas for specific projects.
  • Advise the National Park Service and communities on the development of planning methodologies, evaluation of resources, formulation of recommendations, and development of long range implementation strategies for conservation planning activities and initiatives.
  • Organize and conduct planning workshops and facilitate meetings and conferences, both in person and virtually, for audience with a wide range of subject knowledge and experience.
  • Advise community organizations and members on techniques and best practices for building sustainable organizations that can carry out planning and implementation strategies.

Duties will be developmental in nature when filled below the full performance level.

Qualifications

In order to qualify for the Community Planner, GS-0020-11 position, you must meet the following basic education requirements:

A degree in Community Planning OR related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.

In addition to meeting the basic education requirements, you must possess one year of specialized experience equivalent to the GS-9 level providing technical planning assistance, coordination, and leadership for cooperative conservation and outdoor recreation planning projects which includes: providing technical assistance to federal, state and local agencies and organization to create local and regional network of parks, rivers, trails, greenways and open spaces; developing methods for involving the public in the planning process; organizing and coordinating planning projects; planning workshops and engaging community interests.

Possess a Ph.D. or doctoral degree; three full years of graduate level education leading to Ph.D. or doctoral degree in Community Planning; or a directly related major such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

OR
Possess a combination of education and experience that together meet the qualification requirements for this position as described above.
