About the Position: This position is located with the Director of Administration, Department of Logistics in Bethesda, MD. The incumbent serves as a Contracting Officer Representative (COR) with responsibility for advising management regarding all types of healthcare contracting administration and management. Work environment consists of typical office space with cubicles.

Responsibilities

  • Assists with the acquisition and administration of personal and non-personal services contracts with entities such as corporations, partnerships, individuals, etc.
  • Contracts may be National in scope or peculiar to a specific installation and may include multiple services.
  • Serves as an advisor to management on health services contracting programs for personal services of health care providers and non-personal health care services contracts.
  • Serves on technical review boards as part of the source selection process on negotiated contracts and noncompetitive procurements.
  • Develops plans of action for health services procurements that support the mission objective.
  • Works regularly with procurement officials and medical treatment facility (MTF) technical representatives on various health care contracting issues.
  • Interacts with prospective contractors on the technical aspects of their proposals.
  • Performs economic analysis, cost evaluations and technical acceptance reviews of pending procurements, recommending strategies with regard to contract requirements.
  • Manages multiple automation software systems in order to monitor credentials, contract performance ratings and contract budget execution rates.
  • Reviews, analyzes, and verifies incoming security forms, fingerprint cards, and supporting documentation to detect omissions in information and errors in execution.
  • Coordinates security clearance requests with Facility Security Officers (FSOs).

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as assisting with the acquisition and administration of personal and non-personal services contracts. Advises management on health services contracting programs for personal services of health care providers and non-personal health care services contracts; Use of automated systems too include: General Fund Enterprise Business System (GFEBS), Wide Area Work Flow (WAWF), and Trusted Associate Sponsorship System (TASS). Processes incoming security forms, fingerprint cards, and supporting documentation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. HealthCare Management, Business Administration or Health Administration (You must attach a copy of your transcripts with your application package).

Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used. You must attach a copy of your transcripts with your application package.
