Responsibilities

The Sex Offender Certification Review Psychologist is responsible for the forensic review and analysis of cases submitte to the Bureau's Certification Review Panel. He/She conducts intensive reviews of cases referred to the panel to determine the applicability of federal civil commitment standards for sex offenders. He/She serves as Acting Chairperson of this panel in the absence of the Administrator, Sex Offender Certification Review Branch. He/She maintains working relationships with other federal and state agencies and organizations involved in the risk classification and civil commitment of sex offenders.

Qualifications

To be considered for the position, you must meet the following:

BASIC REQUIREMENTS:

Satisfactory completion of all the requirements for a doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.

NOTE: ALL applicants MUST submit legible transcripts as verification of educational requirement. The education MUST be from an institution accredited by an accrediting agency recognized by the U.S. Department of Education. Transcripts MUST be received by the Consolidated Staffing Unit by the closing date of the vacancy announcement.

Education:

There is no substitution of education for specialized experience for this position.

Experience:

At least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to successfully perform the duties of the position, and must typically be in or related to the position to be filled.

Some examples of the qualifying experience are:
  • Experience conducting detailed reviews of cases, to include extensive review of historical data, clinical data, and actuarial test data.
  • Experience providing court testimony at hearings.
  • Experience providing training on certification and commitment procedures for sex offenders.
  • Experience with pre-commitment referral criteria employed by other administrative entities (e.g., states) and with case law and other relevant legal standards regarding civil commitment of sex offenders.

All applicants must meet the following Selective Placement Factor:
  • Applicants must hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

The documentation provided must show the expiration date of the license. Failure to provide this documentation will result in loss of consideration for this position.

The representative rate for this position is $128,911 per annum ($61.77 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

  • Ability to formulate opinions and communicate both verbally and in writing regarding mental health determinations rendered in a forensic context.
  • Knowledge of the sex offender specialty area of psychology.
  • Ability to develop and conduct training, facilitate meetings and provide staff consultation in a clear and concise manner.
  • Ability to interpret and apply policy guidelines.
  • Ability to conduct forensic assessments utilizing historical, clinical and actuarial test data.
