Responsibilities

As the Deputy Associate Administrator for HSB, you will provide executive leadership in managing and directing regional/headquarters personnel in activities related to major national health programs.

Your responsibilities include:
  • Directs and coordinates day-to-day operational activities within the Office of the Associate Administrator.
  • Provides executive leadership and direction for the determination, development, promulgation and evaluation of substantive policies and procedures for HSB programs.
  • Participates in providing policy guidelines on the formulation of budget requests and justifications for HSB programs.
  • Provides executive direction to key staff in determining and defining long-range operating and management goals and objectives.
  • Assists in determining the need for and selecting key professional staff necessary for the administration of HSB programs; provides for the periodic review of the programs and activities of the office to determine whether the office's mission, goals, and objectives re being achieved; and based on this review, directs changes needed including initiation of new activities, acceleration, curtailment, or elimination of ongoing activities and timing of such actions.
  • Participates in developing new legislative proposals or proposes modifications to existing legislation.
  • Represents HSB to HRSA, DHHS, OMB, and other Government Agencies, State and national organizations and directly through membership on interagency committees and task forces.
  • Assists in the formulation and execution of overall HRSA work plans and program objectives.
  • Represents the Bureau/Agency by fulfilling a variety of speaking engagements and presenting the Bureau's programs to professional and lay groups, State and local agencies, national organizations, etc.

  • All initial appointments to an SES position are contingent on approval from OPM's Qualifications Review Board unless the selectee has successfully participated in an OPM approved SES Candidate Development Program.
  • One-year probationary period is required unless previously completed one year in the Senior Executive Service.
  • The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, SF-278, prior to assuming the SES position, annually, and upon termination of employment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, you must show in your resume that you possess the Fundamental Competencies, five Executive Core Qualifications, and the Mandatory Technical Qualifications listed below. Evidence of this experience must be incorporated into your five page resume. Separate narratives for the Executive Core Qualifications and Mandatory Technical Qualifications will not be accepted or considered. Typically, experience of this nature is gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations.

    If selected, you will be required to complete an ECQ package by drafting narratives for each of the ECQs for submission and certification by an OPM Qualifications Review Board (QRB) in order to be placed in this position. If you are currently serving in a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed an SES Candidate Development Program approved by the Office of Personnel Management (OPM), you will not need to draft the ECQs.

    Mandatory Technical Qualifications (MTQs)
    This position also requires that you possess MTQs that represent knowledge, skills, and abilities essential for success in this role. The following MTQs must be evident in your resume.
  • Developing and preparing written and oral presentations on complex health issues that may be considered controversial or subject to public scrutiny.
  • Directing and developing senor level staff to meet the mission, strategic vision and goals of a large and complex organization to promote maximum potential of staff, teamwork and to foster accountability.
  • Managing day-to-day operational activities related to policy development, program implementation and administrative management.
  • Managing multiple programs of national scope and complexity, which requires dealing with private and professional organizations, the general public and Congress.
  • Providing executive leadership and direction from a national level to promote, develop, and support complex health care delivery and infrastructure programs and services.
