About the Position: This position is located in the Headquarters section of the Directorate for Behavioral Health at Walter Reed National Military Medical Center (WRNMMC) in Bethesda, MD. The directorate provides clinical services 24 hours a day, 365 days a year. Duty hours are typically weekdays excluding federal holidays, from approximately 0730-1630.

Responsibilities

• Serve as a Deputy Director for Behavioral Health and a Supervisory Clinical Psychologist.
• As a member of the Deputy Directors? Council, responding to issues outside of traditional duty hours may be necessary on occasion.
• Oversight and execution of directorate, hospital, and sometimes regional operations and initiatives.
• Principle areas of oversight within the directorate include quality assurance, performance improvement, and Joint Commission accreditation readiness.
• Analysis of clinical outcome and organizational performance data, gap analyses and lifecycle management of computer and other technical systems.
• Perform clinical consultation, psychological testing, clinical research (if desired), and identification and establishment of professional training opportunities.
• Direct leadership of department chiefs, service chiefs, and other important individuals within the organization.

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
• This position requires the incumbent to have tuberculosis testing.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
• This position requires the incumbent to fulfill credentialing requirements and obtain and maintain appropriate/relevant clinical privileges.
• This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
• In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
• This position requires that you obtain and maintain a Basic Life Support (BLS) certification.
• This position may be subject to a 1 year supervisory probation period.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Requirement for Supervisory Clinical Psychologist:

Degree: Doctoral Degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

License: The Clinical Psychologist position requires a current, active, valid, unrestricted clinical license to practice Psychology independently, offered by a U.S. State, District of Columbia, commonwealth, territory or jurisdiction. (NOTE: You must provide a copy of your license with your application package.)

Specialized Experience: One year of specialized experience which includes supervising personnel in a medical treatment facility; evaluating and treating routine and complex behavioral health conditions; performing psychological assessments using general principles and commonly-used instruments; and utilizing evidence-based treatment modalities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

• This position may be filled as a term appointment NTE 5 year, if the candidate is not a current permanent DoD employee. Term appointments may be extended up to a maximum of six years.
• This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
