Serves as Branch Chief for the Operations and Management (O&M) Branch (Code 227) of the Facilities Management Division (FMD) with the Management Operations Directorate (MOD) at Goddard Space Flight Center responsible for supervising and overseeing the work, equipment, facilities, and building utility systems and for assuring the day-to-day, 24-hour operation of facilities and infrastructure which includes general office areas, computer facilities, power generating plants, chiller and boiler plan

  • Supervises and controls the work of the organization. Provides administrative and technical supervision to accomplish the work of the Branch. Develops performance plans; evaluates performance; establishes/carries out the O&M strategic vision.
  • Manages replacement/repair of utility system repairs/replacements (e.g., central steam, refrigeration plants and distribution systems, power distribution, potable water, gas/sanitary sewer distribution systems; and storm water management systems).
  • Manages building heating, ventilating, air conditioning, plumbing, steam, chilled water, compressed air, vacuum, fire detection and protection; and special process systems.
  • Advises senior management on all O&M matters and serves as the recognized authority for technical issues involving utility control systems, central steam, chilled water, renewable power generation, emergency generator plants and custodial activities.
  • Assures compliance with all applicable codes and regulations for buildings, utilities, and site maintenance (scheduled and unscheduled).
  • Oversees review of facility planning documents/detailed engineering designs, contingency planning & engineering solutions for utility system failures; ensures resiliency of power, heating/cooling & water/sewer service to mission critical facilities.
  • Serves a key role in the Center's Emergency Preparedness and other similar critical Center processes. Manages/provides support for contract oversight; ensures contractors fulfill requirements that allow for the safe, reliable operation of the Center.

Qualifications

Applicant must have one year of specialized experience at the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above. Specialized experience is defined as professional working experience that included leading a team and/or project in the operations and maintenance of facilities to include:
1. Power generating plants and utility distribution system;
2. Building management;
3. Resources management; and
4. Contract administration.

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field. Degrees in engineering technology are not considered to be qualifying for this position. *Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.

Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment.
