Duties

Summary

Serves as an Aerospace Safety Engineer in the Safety Office of the Suborbital and Special Orbital Projects Directorate with NASA Goddard Space Center assigned to Wallops Island, VA. Responsible for the identification and mitigation of hazards and risks to personnel, facilities, and equipment as well as the identification/control of ground and institutional safety hazards with aerospace and aeronautical systems, scientific research, facility development and operations.

Responsibilities

  • Analyzes, identifies and documents hazards/risks to personnel, facilities, equipment and systems associated with aerospace vehicles, ground-based project systems, payload systems, and Ground Support Equipment (GSE).
  • Identifies methods for controlling hazards and verifying controls are in place to ensure mission safety risk is at an acceptable level.
  • Evaluates hazardous subsystems (e.g., mechanical and electrical systems, explosive and flammable systems, etc.) for operational safety risks; analyses, assessments, and develops safety plans.
  • Reviews operational procedures to identify hazardous processes; recommends changes to meet safety requirements.
  • Oversees hazardous systems/other operations to assure safety measures are in place by adhering to personnel limits and operational hazard area restrictions; verifies safety equipment and assures appropriate Personal Protective Equipment (PPE) is used
  • Serves as an authoritative source of safety information and advice about OSHA and safety engineering during project planning, design and safety reviews, and other meetings in support of ground operations.
  • Participates in facilities and systems design by identifying requirements, reviewing drawings and specifications, and providing comments and corrective action.
  • Authors technical safety, risk, and requirements documentation; Briefs design and safety review panels and resolves post-meeting issues, as needed; Generates presentation and handout materials.
  • Duties described above are for full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.

Qualifications

Must have one year time-in-grade at the next lower grade level.

Applicants must have one year of specialized experience at the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-11 consideration, applicants must meet one of the following requirements:
(a) One year of professional experience in an engineering field at least equivalent in difficulty and responsibility to GS-9 level work in the Federal service within or closely related to aerospace flight systems safety. Specialized experience for this grade level is defined as professional working experience that included the following:
(1) Knowledge of the concepts and principles of system safety engineering methods and electrical/electronic engineering concepts, principles, and practices used in reviewing, analyzing, and advising on aerospace and aeronautical systems and/or associated ground and support equipment sufficient to evaluate, advise on, and recommend acceptance of safety plans and designs for aeronautical systems.
(2) Experience evaluating/interpreting OSHA safety requirements, defining/prescribing aerospace and aeronautical systems practices, techniques, and equipment; and recommending appropriate actions to correct hazardous processes and mitigate risks.

OR
(b) Completion of all requirements for a doctoral degree (Ph.D. or equivalent) within or closely related to aerospace flight system;

OR
(c) Completion of three full academic years of graduate education within or closely related to aerospace flight system;

OR
(d) An equivalent combination of experience and graduate education.

To qualify for GS-12 consideration, applicants must have one year of professional experience in an engineering field at least equivalent in difficulty and responsibility to GS-11 level work in the Federal service within or closely related to aerospace flight systems safety. At this grade level, specialized experience is defined as:
(1) Experience performing safety oversight of hazardous operations for complex aerospace systems that demonstrates knowledge of the principles and concepts of OSHA safety requirements to correct hazardous processes and mitigate risks to people, facilities, and aerospace equipment.
(2) Experience providing guidance on safety and risk mitigation methods/techniques during project planning, design, or safety reviews involving aerospace and aeronautical vehicles.

To qualify for GS-13 consideration, applicants must have one year of professional experience in an engineering field at least equivalent in difficulty and responsibility to GS-12 level work in the Federal service within or closely related to aerospace flight systems safety. At this grade level, specialized experience is defined as:
(1) Expertise providing advice/assistance in resolving novel or obscure safety-related issues, in extending/modifying risk mitigation methods/techniques; and in developing new approaches to resolve a variety of safety concerns involving people, facilities, and aerospace equipment.
(2) Experience that demonstrates ability to plan, organize, and coordinate operational safety approaches that lead to the launch of aerospace and aeronautical vehicles.
(3) Experience applying the principles and concepts of OSHA safety requirements to one or more of the following professional areas of engineering; command destruct systems, power systems, radio frequency systems, pressure systems, chemical systems, pyrotechnic systems and explosives, flammable and combustible systems, mechanical systems, and/or other equivalent systems.

Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus NOTE: Education completed outside of the United States must be deemed equivalent to that gained in conventional/accredited U.S. education programs to be acceptable for Federal employment. Most foreign education is not accredited by an accrediting body that is recognized by the Secretary of the U.S. Department of Education.
