Summary

This position is located within the Federal Highway Administration (FHWA), U.S. Department of Transportation (DOT). The Associate Administrator for Research, Development, and Technology serves as a member of FHWA's leadership team and participates in developing strategic initiatives that have broad national impact upon the Agency and the Nation's transportation system.

Responsibilities

The candidate serves as the head of FHWA's Turner-Fairbank Highway Research Center (TFHRC) in McLean, Virginia, which is a nationally coordinated research, development, and testing center consisting of 25 research laboratories with an annual budget of $75 million. The incumbent provides executive oversight in advancing highway technological innovation in support of FHWA strategic goals and performance objectives. In addition, the incumbent is responsible for providing research support to several national U.S. Department of Transportation programs with a combined value of $250 million, including the National Cooperative Highway Research Program, the Transportation Pooled Fund Program, and the research component of the State Planning & Research Program. The Associate Administrator also establishes collaborative partnerships with States, academia, industry, international entities, and other external transportation stakeholders to achieve the common goal of a safer, long-lasting, and reliable transportation system.

As the Associate Administrator for Research, Development, and Technology, you will:
  • Plan, conduct, promote, and coordinate research, development, and technology for all aspects of pavements, construction, maintenance, bridges and other structures, properties of materials, hydrology and hydraulics; traffic and freight management and operations, intelligent transportation systems, automated and connected vehicle to infrastructure, human factors, design of highway geometrics, and safety-related considerations.
  • Manage advanced and applied research programs, communicate corporate messages from agenda setting through impact assessment; developing and executing comprehensive research and technology, communications and marketing strategies, plans, and evaluation methods in support of FHWA research and technology programs and services throughout the organization.
  • Establish partnerships with States, external laboratories, and other entities to expand TFHRC laboratory capabilities. Enter into Cooperative Research and Development Agreements with private entities to evaluate innovations from those entities.
  • Plan and communicate a national program of research in highway transportation for both short-range and long-range goals consistent with overall goals of FHWA and the DOT and through input from States, academia, industry and other external stakeholders.

As a basic requirement for entry into the Senior Executive Service (SES), you must clearly articulate and describe within your resume evidence of progressively responsible supervisory, managerial, or professional experience which involved management of a program or organization of significant scope and complexity. The experience must have been sufficiently responsible to show clearly your ability to perform the duties of this position and meet the mandatory Technical Qualifications and Managerial Executive Core Qualifications listed below.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    An SES reviewing panel will evaluate your application based on the quality and extent of your total accomplishments, experience, and education.
