This position is located in the Office of the Chief Information Officer, Governance & Enterprise Management Services Division, Cyber Oversight and Enterprise Architecture Branch, Enterprise Architecture Team. The supervisor is Cris Brown.

This position is not in the Bargaining Unit.

Responsibilities

The Chief Enterprise Architect (Team Leader) is responsible for leading the analysis of IT/IM service portfolio performance and business needs in conjunction with the agency-wide IT/IM planning activities and enterprise architecture roadmap development, implementing and enforcing enterprise-wide data management and technology standards through IT governance practices; developing and maintaining Agency EA Models. The CEA Team Leader will also support Federal Government-wide IT portfolio performance analysis and reporting activities and gain organizational commitment for high-level architecture plans and initiates and participates in projects to evaluate technologies and methods for implementing these plans.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

1. Demonstrated ability to apply knowledge of the System Development Life Cycle Methodology, the Capital Planning Investment Control (CPIC) process, Business Process Improvement methodologies, Federal governance requirements, and all Federal EA Models to effectively manage the Agency's Enterprise Architecture.

2. Demonstrated ability to lead teams in project management planning, coordination, implementation, and solving complex problems.

3. Demonstrated ability to lead the implementation of management policies and guidelines at the headquarters staff level in a Federal agency. Extensive working knowledge of the laws relating to OCIO programs in the federal government and the effect and application of those laws to OCIO programs.

4. A technical background with comprehensive knowledge of current and emerging technology solutions, and comprehensive knowledge of broad business areas. Knowledge of the principles, theories and practices of business and system analysis.

5. Ability to comprehend the efforts of others in highly specialized technical areas. Ability to develop comments and questions regarding solution value criteria, design criteria and design features, and lead technical discussions. Demonstrated ability to develop, present, and write technical and policy materials, procedure manuals, and user guides for all levels of staff. Demonstrated ability to work closely with people of diverse organizational roles and grades to achieve integrated, workable and acceptable IT/IM studies, solutions, policies, standards and guidelines.

SPECIALIZED EXPERIENCE is defined as:

Experience in assessing solutions to determine if they meet business needs, are cost effective and a good fit with the current and future enterprise architecture, and a good investment for the Agency. Experience in researching, justifying, establishing, and leading modernization plans and for existing architectures. Experience meeting business needs with existing solutions. Experience developing and implementing plans to simplify the Enterprise Architecture.
