Manages through two subordinate supervisors a staff of approximately 23 engaged in substantive professional, technical, or administrative work.

Develops, formulates, and promulgates new and updated policies, regulations, and procedures resulting from new program initiatives or from continuing evaluation of program impact and effectiveness.

Works closely with the Office of the Solicitor (SOL) in determining the program and legal implications of alternative policies, regulations and procedures and in assuring that documents setting out OFCCP policies, regulations and procedures are legally exact.

Oversees the drafting of policy statements and serves as the focal point for developing and clearing policy statements for issuance to Congress, other Federal agencies, and to the public. Coordinates with SOL, the Office of the Assistant Secretary for Policy (OASP), and the Office of Congressional and Intergovernmental Affairs (OCIA) on comments regarding draft and pending legislation affecting the OFCCP program.

Oversees the development, clearance, and issuance of OFCCP program directives systems, and assures that directives reflect current policies and procedures.

Establishes standards and procedures and serves as a primary program resource regarding selection and testing guidelines.

Develops policies and priorities and serves as the primary program resource regarding implementation of the Veterans and Persons with Disabilities workers programs.

Oversees operation of the OFCCP training program, providing the development, delivery, and evaluation of all classroom and self-directed training classes.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirement.
  • Demonstrated experience interpreting and applying nondiscrimination laws, specifically discrimination on the basis of race, color, sex, sexual orientation, gender identity, disability status, national origin, and religion. In addition, may demonstrate an understanding of issues related to pay and compensation discrimination.
  • Demonstrated experience in developing, formulating, and promulgating new and updated policies, regulations, and procedures resulting from new program initiatives, or from continuing evaluation of program impact and effectiveness.
  • Demonstrated experience in directing and overseeing a training program which provides the development, delivery, and evaluation of all agency program related classroom and self-directed courses.

    You will be evaluated based on your experience and your responses to the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs).
