Summary

The position is in the Office of General Counsel of the Merit Systems Protection Board (MSPB) and is
generally responsible for performing the full range of duties associated with collective bargaining.
This will include negotiating and drafting collective bargaining agreements on behalf of the Agency.
The incumbent will provide expert level advice to management regarding matters of labor management
relations.

Responsibilities

  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Represents MSPB on all internal collective bargaining issues, including representing the MSPB in negotiations.
  • Represents MSPB in all internal employment matters, including but not limited to employee discipline, EEO complaints, administrative grievance proceedings, and MSPB appeals.
  • Advises the Deputy General Counsel, the General Counsel and the Executive Director on sensitive policy issues involved in labor-management relations and formulate, influence, and assist in the determination of Agency policy.
  • Provides expert advice to senior management on the impact of union proposals and recommend alternative proposals, counter- proposals, strategies, goals, and objectives on behalf of the Agency.
  • Review and approve employee disciplinary actions.
  • Investigate and evaluate complaints raised by the union or its members to determine the validity and viability and provide advice to senior management on approaches to resolution.
  • Interprets the collective bargaining agreement and ensures Agency and union adherence to the same.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Expert level experience handling the full range of employee and labor relations matters to include advising management regarding complex disciplinary and adverse actions and grievances; reviewing and drafting proposals and decisions of disciplinary and performance-based actions, negotiating and administering labor agreements, including negotiating the impact and implementation of proposed management actions, responding to union information requests, and providing advice to management to ensure compliance with the collective bargaining agreement.

(Note: There is no education substitution for this grade level.)

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
