Responsibilities

As a Supervisory Auditor, GS-0511-13, you will perform the below duties:

Responsible for planning, directing, coordinating, and reviewing daily and long term operations. Maintains and ensures professional competence within the unit. Ensures advice and assistance provided complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and overall internal review program objectives. Researches, interprets, analyzes and applies applicable internal review guidelines, policies and objectives. Establishes policies and procedures for accomplishment of the organization's mission. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives. Develops programs and makes assignments by establishing priorities in conjunction with the Adjutant General and USPFO. Reviews and monitors cost analyses and economic analysis programs. Plans and performs complex reviews, analyses, studies, examinations, and evaluations of various combinations of the specialized functions of the activity. Performs liaison functions with internal/external agencies, and private organizations, e.g., Army Audit Agency, Government Accounting Office, Air Force Auditing, State Legislative Audit, Congressional Staff, and contractors to schedule audits and coordinate responses. Monitors, evaluates, and coordinates activity replies to audits, surveys, inspections, and reviews. Keeps the Adjutant General and the USPFO informed of status of such reviews and performs follow-up and reporting for audit recommendations.

WHO CAN APPLY:

GENERAL EXPERIENCE : Applicant must meet the following education requirements:

1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.
NOTE: The term "accounting" means "accounting or auditing" in this Series. Similarly, "accountant" is interpreted as "accountant or auditor."
OR
2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours, however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in Paragraph One, provided that:
(a) The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
(b) A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study described above in Paragraph One; and
(c) Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SPECIALIZED EXPERIENCE : Must have at least 36 months of specialized experience. To qualify, a candidate should have, at the least, level one or level two certification awarded before final approval and appointment is processed to the GS-0511-13 Non-Supervisory Position. Candidate must have at least 48 months of financial audit and/or performance audit experiences that led to objective and systematic examinations and resulted in independent audit assessments of an organization's structure, performance, efficiency, program, activity or function. The applicant's experiences and competencies provided expert performance results in applying auditing principles and procedures. The applicant must have experiences in audit preparation, planning, conducting, and reporting with a full range of competencies in the auditing business that successfully accomplished intended purposes; met or exceeded operational efficiency; provided accurate, reliable, timely, and useful financial audit data; or demonstrated experiences in conducting audits that involved evaluating financial management in terms of economical use of property and personnel. Other audit experiences may have included adherence to prescribed policies; effective control over expenditures, liabilities, revenues, and assets; proper accounting for resources and financial transactions; compliance with applicable laws, regulations, and precedent decisions; and compliance of agency accounting systems with generally accepted accounting principles and standards. An applicant's specialized audit program experiences must include audit report preparations and oral presentations that involved significant audit findings and discovered conditions with cause and effect factors. The applicant must have experiences that involved presenting researched recommendations for remedial actions, such as addressing methods for improving the use of funds and the identification of questionable costs. An applicant must have a comprehensive understanding of the principles and concepts of the audit business program requirements. The applicant must have expanded finance and auditor program experiences and training that demonstrated his or her competencies to lead, train subordinates, follow directions, read, retain, and comply with instructions, regulations, policies and procedures.
