Summary

These positions are located in the Health Resources and Services Administration, Office of Operations, Office of Acquisitions Management and Policy, Division of Policy and Data Analysis. The duty location is Rockville, MD.

This recruitment will be used to fill positions as both a Business and Industry Analyst and as a Procurement Analyst.

Responsibilities

As an Analyst for the Division of Policy and Data Analysis within HRSA's Office Acquisitions Management and Policy, you are responsible for planning, managing, and independently implementing major acquisitions program segments.

Your major duties and responsibilities may include:
  • Serving as the IT acquisition coordinator responsible for leading the Office's electronic commerce and procurement automation efforts.
  • Utilizing the Office's procurement application, PRISM and PRISM Web to manage the progress and growth of systems, including redesigning processes as necessary.
  • Performing a wide variety of complex analytical studies including the management/measurement of procurement data and streamlining reports.
  • Performing project short and long-term planning and project management duties.
  • Initiating, developing, and coordinating regulations, manuals, and SOPs for Simplified Acquisitions and Negotiated Contracts of Agency centralized and decentralized procurement policies and procedures.
  • Advising and assisting operational procurement and program personnel in interpreting and applying the approved federal, department and agency procurement policies and procedures.

In order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: developing and overseeing the implementation of organizational policies and procedures, including systems, in compliance with Federal Acquisitions Regulations (FAR) and Departmental Regulations; advising managers on Federal Acquisitions Regulations (FAR) and/or system policy matters; and leading work groups or initiatives in business process reengineering to resolve acquisitions, systems, policy, and procedural issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Current status candidates must meet Time-in-Grade (TIG) by the closing date of this announcement. To allow us to verify that you meet TIG requirements, provide any of the following SF-50s:
  • Competitive or Career-ladder promotion to your highest grade (this does not include 120 day temporary promotions)
  • With-In-Grade (WGI) increase at your highest grade (this does not include quality step increases (QSIs)
