Department of the Interior structures its SES positions into categories to determine the minimum pay for each position. This is a Category 3 position. The minimum pay for this position is $164,200.00. Pay is set based on consideration of the selectee's current salary and other factors.

Responsibilities

The Department of the Interior:
  • **Manages one in every five acres of land in the United States.
  • **Operates more than 800 dams and irrigation facilities.
  • **Oversees water projects that irrigate lands generating 60 percent of our Nation's vegetables.
  • **Manages lands and waters that generate one-third of the Nation's domestic energy supply.
  • **Undertakes research and provides scientific information to advance our knowledge of our surroundings.
  • **Serves American Indians, Alaska Natives, and affiliated island communities.
  • **Works with States to restore abandoned mine land sites and protects communities.
  • **Manages 388 national park units and 542 wildlife refuges.
  • **Employs over 75,000 individuals at approximately 2,400 locations across the United States, Puerto Rico, U.S. territories, and freely associated states who work with thousands of state, local, and public interest groups to help cities and towns address their natural resource needs.

The security clearance requirement is not a prerequisite to apply for this position. The incumbent of this position, must possess the ability to obtain and maintain a Critical Sensitive (Top Secret) clearance.

This position is eligible for situational telework only.

Serves as Director, Office of Policy Analysis, and, as such, manages the staff and financial resources of the Office in performing the analytic, coordination, and other functions of the Office related to the scope of program responsibilities and policies of the Department of the Interior and its bureaus.

Reviews, determines and provides recommendations for program areas and issues for which in-depth analyses or special studies should be made for the Deputy Assistant Secretary for Policy, the Assistant Secretary - Policy, Management, and Budget, and the Secretary. Such analyses include the evaluations of (a) national, regional or other needs, (b) program objectives and goals, (c) alternative approaches to meeting objectives and goals that would produce the same or greater benefit at the same or lesser cost, and (d) establishment of relative priorities. Coordinates and directs broad cross-bureau and interagency evaluative and in-depth studies of Departmental priorities, such as public lands, energy, water resources, and wildlife to assure optimization of their conservation and management in order to satisfy the multiple national security, economic, environmental requirements.

Provides expert advice to Department leadership on the integration of natural resource and environmental programs of the Department with those of other agencies.

Assists in the development and evaluation of prospective future programs and in monitoring cost-effectiveness of programs. Directs staff in delivering comprehensive analytical evaluation of departmental program issues and economic alternatives, and in providing useful and systematic presentations of program proposals to the Deputy Assistant Secretary, Assistant Secretary and Secretary.

Provides professional leadership, advice and assistance to the Assistant Secretary and bureau staffs in the development of policy analyses. Directs a high-level professional staff who assist in conducting, coordinating, and advising on the accomplishment of technical, analytic, and evaluative research studies; review of bureau, regional, and local programs and activities; scientific research; analysis and presentation of data and development of interpretive reports, position or policy statements, environmental impact statement reviews, and legislative reviews, or other matters as requested.

Conducts, or supervises the conduct of, major negotiations and coordination leadership assignments addressing natural resource and other issues of departmental importance that are assigned to the office.

This is a Category 3 position.

As a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

Applicants who meet all the mandatory executive and technical qualifications will be evaluated by a panel of SES members to determine the degree to which they possess each of the listed qualifications. This evaluation will determine which applicants are best qualified. Total background, including experience, education, awards, self-development, and training will be reviewed. This information will be obtained from the application package, including the required narrative statements for the technical and Executive Core Qualifications described below.

Mandatory Technical Qualifications:
  • Skill in planning and developing complex technical and policy analyses, and in communicating technical concepts to laypersons, both in writing and in oral presentations.
  • Demonstrated capability to critically evaluate conduct economic and technical research and organizational analysis for a broad range of substantive issue areas pertinent to the Department.
  • Experience in conducting strategic and project planning, as well as outcome evaluation, for relevant Departmental policy issues.
  • Knowledge of Federal, state, local, tribal and non-governmental organizations, missions, and operations responsible for environmental and natural resource science, policy and management.
  • Knowledge of Department of the Interior functions and programs.
