You will serve as a PHYSICIAN ASSISTANT in the Medical Services, Emergency Medicine Department of NAVMEDCEN PORTSMOUTH VA.

Responsibilities

  • Provide independent primary comprehensive and therapeutic health care services, to include examining, assessing, diagnosing, and treating patients in the Primary Care Clinic and other sections as needed.
  • Prescribe medications and maintains clinical records relating to patient care.
  • Provide teaching to patients and families regarding the disease process, diagnostic tests, therapeutic regimen including medication, diet and follow-up care.
  • Collaborate with physicians and other health professional regarding patient management, evaluation and development of therapeutic plans.

  • In accordance with BUMED INST 6220.9B, this position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations and a signed (Condition of employment) consenting to such.
  • According to NMCPHC-TM-OEM 6260.7 Health Care Workers (HCW) with potential exposure to blood/ infectious materials (BOPIMs)will be offered the hepatitis B vaccine (HBV) or immunity testing. Declination Form may be required prior to reporting to work.
  • In accordance with BUMEDINST 1500.15E employees assigned to or subject to being assigned to duties providing direct patient care; either diagnostic or therapeutic must possess and maintain a Basic Life Support (BLS) Certification.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • You will be required to obtain and maintain a current Physician Assistant license.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You will be required to meet any applicable credentialing or privileging requirements prior to appointment.
  • All positions are subject to the requirements of the Department of Defense Program for Stability of Civilian Employment.

Qualifications

BASIC REQUIREMENTS:

Applicants must meet the following Basic Requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must Graduate from a physician assistant educational program, accredited by the Accreditation Review Committee on Education for the Physician Assistant (ARC-PA) or its predecessors, at a college, university, or educational institution that is accredited by an accrediting body or organization recognized by the U.S. Department of Education at the time the degree was obtained. (Transcripts and Certification must be attached; failure to possess this factor WILL result in an ineligible rating.)

AND

Successful completion of the National Commission on Certification of Physician Assistants (NCCPA) examination; must maintain status as a certified physician assistant, including completion of all requirements for Continuing Medical Education (CME) and re-certification. (Transcripts and certification must be attached; failure to possess this factor Will result in an ineligible rating.)

AND

Licensure: must possess a current, active, full, and unrestricted license or registration as a Physician Assistant from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Please provide copy of licensure. (Failure to possess this factor WILL result in an ineligible rating.)

AND

SELECTIVE PLACEMENT FACTOR: This position has a selective placement factor needed in order to qualify. The actual Selective Placement Factor is a Basic Life Support (BLS) Certification. Failure to possess this factor WILL result in an ineligible rating. Possession of the factor must be verifiable submitting a copy of your certification with your application. Failure to possess this factor WILL result in an ineligible rating.

POSITIVE EDUCATION REQUIREMENTS: This position has a Positive Education Requirement. In order to verify that you meet the positive education qualifications for this position, you MUST submit a complete copy of their transcripts or an itemized list of college courses which includes equivalent information from the transcript (Course title, semester/quarter hours and grade). Failure to submit this information WILL result in an ineligible rating.

In addition to the Basic Requirements and Selective Placement Factor for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Providing comprehensive and therapeutic health care services to patients in the Primary Care Clinic and other sections as needed;
  • Performing comprehensive physical examinations and prescribing/administering standardized prescriptions within established parameters; and
  • Providing emergency treatment, such as during cardiac arrest, shock or hemorrhage.
