DIRECT HIRE AUTHORITY: This position is being filled using Direct-Hire Authority (5 CFR 337.205) for this occupation.

Responsibilities

The General Engineer (Project) position is located at the Hunter Holmes McGuire VA Medical Center located in Richmond Virginia. This position falls under Engineering Service.

Duties include, but not limited to:

-The incumbent serves as a General Engineer responsible for the engineering analysis, development, design of and the preparation of complete plans and specifications for new work and improvements.

-Assignments include all engineering design phases of complex construction, extension, alteration, demolition, maintenance and repair projects for the Medical Center.

-Provides technical oversight and evaluation concerning all engineering disciplines as they pertain to all project work.

-Independently responsible and accountable for determining the action necessary in the development and completion of design projects, coordination of a project staff which may include architects, engineers, engineering technicians, draftsmen, and clerk/typists and review of the final contract documents.

-Surveys existing job conditions and confers with requesting medical center personnel to determine exact scope of project, phasing, impact on other medical center services and other specific design requirements.

-Determines how project(s) will impact medical center based on results of a risk assessment that could have a severe impact on patient care.

-Evaluates and/or recommends the work of architectural/engineering.

-Performs daily inspection of job sites to assure work is performed according to plans/specifications.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

Basic Requirements:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (TRANSCRIPT REQUIRED)

OR

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. (TRANSCRIPT REQUIRED) The adequacy of such background must be demonstrated by one of the following:

1. Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. (DOCUMENTATION REQUIRED)
2. Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. (DOCUMENTATION REQUIRED)
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum. (DOCUMENTATION REQUIRED)
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (DOCUMENTATION REQUIRED)

Time-in-Grade Restriction: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. (If you have not held a GS grade at any time in the past 52 weeks, this question does not apply to you.) For this vacancy, applicants must have held grade GS-11 or higher for at least a year to be eligible for the GS-12 grade level of this position. The grade must have been held in the Federal service but may have been in any occupation.

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the GS-11 grade level that equipped you with the knowledge, skills, and abilities to successfully perform, the duties of this position, and that are related to the position. Examples of qualifying experience include coordinating projects; developing project designs; computer-aided drafting (CAD) and project inspections; advising and recommending solutions; modifying existing practices to solve problems; conducting research type studies and interpreting designs; performing broad and complex electrical, mechanical, civil and utility designs and layouts; interpreting and applying building codes; construction regulations and standards; and communicating with a variety of engineering trades, disciplines and professions to gather information and satisfy project requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

PREFERRED EXPERIENCE : Project Management and Construction experience strongly preferred.

PHYSICAL REQUIREMENTS: The duties of the position requires visits to all area of the medical center environment. Physical agility and manual dexterity are essential in that the incumbent must be able to climb, lift, push balance, stoop, kneel, crouch, crawl, reach, and work in close quarters during project inspections and gathering of project design information. Inspections of hazardous environments require the use of respirators and protective clothing. Incumbent spends a significant portion of each day conducting field inspections; may often be required to personally oversee delicate or dangerous work in the field for long hours each day, such as overhead crane work, confined space entry, excavation and trenching, and high voltage field connections.
