Position Information

Note: This is an over-strength position that is planned for permanent status in November 2019, pending County Board approval. This position is open for immediate hire and eligible for the full range of County-provided benefits.

The Department of Environmental Service's Transportation Engineering and Operations (TE&O) Bureau is seeking a Design Engineer to work as part of the Design & Site Plan Review team. This team is responsible for developing, reviewing, analyzing and coordinating design plans that include a wide-range of transportation-related projects, including intersection improvements, corridor studies for multi-modal improvements, school flasher design, and street light coordination and design. The work performed by this team focuses on assessing the safety of Arlington's streets and ensuring all projects within the County incorporate appropriate transportation engineering in the design, construction, and implementation phases. Additionally, it is responsible for reviewing site plans and maintenance of traffic plans to incorporate appropriate multi-modal principles and provide opportunities for the safe and efficient movement of all users of the roadway network.

Specific duties include:
  • Reviewing site, engineering, and Maintenance of Transportation (MOT) plans for transportation improvements associated with County projects or re-development projects to ensure compliance with County, State and industry-recognized standards and guidelines;
  • Reviewing traffic impact analyses (TIAs) and multimodal transportation assessments (MMTAs) for redevelopment efforts in the County for adherence with adopted County plans, policies, and standards as well as operational acceptance of proposed plans;
  • Developing plans to include transportation and geometric design elements, signage & pavement markings, and MOT for County projects;
  • Developing and reviewing sign and marking plans and MOT plans for County projects associated with redevelopment, utility work, and transit-related projects;
  • Reviewing site plans and working with Arlington Public School officials to provide technical expertise on safety during the planning stages of proposed expansion or development efforts;
  • Coordinating with and providing technical expertise to the Arlington County Police Department on operational and safety concerns;
  • Developing design concepts and providing technical expertise to manage shared curb space and access for all roadway users; and
  • Analyzing data and providing recommendations to the Safe Routes to School, WALKArlington, and Neighborhood Complete Streets programs.


Selection Criteria

Minimum (Senior Engineer level): A Bachelor's degree in Transportation or Civil Engineering or a related degree plus significant experience in roadway transportation design, plan review, signage and marking plan development, maintenance of transportation plan development or review, and traffic impact analysis reviews.

Minimum (Journey Engineer level): A Bachelor's degree in Transportation or Civil Engineering or a related degree plus some experience in roadway transportation design, plan review, signage and marking plan development, maintenance of transportation plan development or review, and traffic impact analysis reviews.

Minimum (Junior Engineer level): A Bachelor's degree in Transportation or Civil Engineering or a related degree plus experience using Autodesk Civil3D or similar CAD software.

Substitution: Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.

Desirable: Preference may be given to candidates with one or more of the following:
  • Experience designing, or implementing multi-modal transportation projects (roadway, bicycle, pedestrian, and transit);
  • Synchro Software experience;
  • AutoCAD experience; and/or
  • Registration as a Professional Engineer.


Special Requirements

Applicant must possess, or obtain by the time of appointment, a valid motor vehicle operator's license (or CDL) from the applicant's place of residence or the applicant must have the ability and willingness to use alternative methods of transportation to perform assigned duties and responsibilities at locations other than the primary worksite. If the applicant possesses or acquires a license, the applicant must provide or authorize Arlington County to obtain a copy of the applicant's official state/district driving record. Any offer of employment may be contingent on a favorable review of the applicant's driving record and criminal history.

Work hours: Work hours are generally 8:00 am to 5:00 pm, Monday through Friday, with some flexibility with manager's approval.

This position is part of a broadband, competency-based pay program which encompasses a variety of responsibility levels from junior through senior and for which the overall annual salary range is $57,387.20 - $114,004.80. Individuals appointed to positions in this pay program will be appointed at a salary based on their experience and training and the nature of the work assigned. Within pay guidelines, pay program participants are eligible for salary increases based on performance growth in responsibilities and employee development on a yearly basis.

Employees who are registered as a Professional Engineer will be eligible for an additional pay premium of $2,600 annually.

Arlington County Government employee benefits depend on whether a position is permanent, the number of hours worked, and the number of months the position is scheduled.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
