The Senior Associate will be required to have an expertise with DoD Property, Plant, and Equipment (PP&E), with external financial statement auditors, knowledge of Statement of Federal Financial Accounting Standards (SFFAS), GAAP, and communicate and coordinate change management with Senior Leadership. Establish open balances for PP&EPP&E and Plant Replacement Value (PRV) valuation PP&E Existence and Completeness (E&C)Performing risk assessments in accordance with OMB Circular A-123 and the FIAR GuidanceIdentifying the conditions and issues preventing Army from maintaining generating financial statements in accordance with GAAPProposing new or revised accounting policies and procedures as well as implementation strategies to address audit findingsDesigning corrective action plans to address the root causes of audit findingsDeveloping and assisting in the implementation of a strategy to overcome material weaknessesRecommending new business processes or controls needed to achieve financial statement assertionsRequired:Bachelor's Degree in Accounting, Finance, Information Technology, Logistics or Business Management along with a CPA or CISA is required. An acceptable substitution for the CPA or CISA is a Master's degree in Accounting, Finance, Information Technology, Logistics or Business ManagementMinimum 3 years of experience with federal financial managementFamiliar with DoD Property, Plant, and Equipment (PP&E)Knowledge of Statement of Federal Financial Accounting Standards (SFFAS), GAAP, FASAB, OMB Circular A-123, GAO Green Book, DoD Financial Management Regulation, Systems and Procedures for Acquisition, Disposal of Property and Material Management. Ability to obtain and maintain an interim secret level security clearance (US citizenship is required)Preferred Qualifications:Preferred candidates will also possess a CPA, CISA, or other relevant professional certificationsPossess an understanding of the Enterprise Resource Planning (ERP) solutionsHave experience/expertise in providing assessments and improvements of financial statement auditability plans, have experience in providing audit infrastructure support for a large-scale auditHave expertise with production quality commercial off the shelf (COTS) tools, techniques and templates to complete audit readiness assessments and implement recommendations.
