Summary

This position is located in the Office of Transit Safety & Oversight (TSO), Office of System Safety (TSO-10) within the Federal Transit Administration (FTA). The position will support the Division Chief, Safety Assurance and Risk Management in fostering continuous improvements in transit safety and in the development of national transit safety management systems, including its component safety management policy, safety promotion, safety risk management and safety assurance.

Responsibilities

As a Program Analyst (Safety Management Systems), you will:

• Draft, develop and publish rules or regulations that implement 49 USC 5329 requirements.
• Design, develop, implement and evaluate safety projects and programs designed to strengthen the SMS capacity of transit agencies, State Safety Oversight Agencies (SSOAs) and other industry stakeholder organizations.
• Provide transit safety technical support to the other Offices in TSO. Support SMS implementation planning, including integration of management systems and gap analyses; support transit safety performance management.
• Work closely with the other Offices in FTA and TSO to ensure that safety oversight and review programs, safety performance criteria, vehicle performance standards, and other pertinent information are translated into policy, plans or rules, as needed.
• Work with the data analysis team to provide guidance to transit agencies on common definitions, safety risk data collection and analysis results, safety risk reporting, and safety performance management that supports an SMS approach to safety risk management.
• Communicate requirements and update transit safety guidance documents continuously. Provide expert advice and guidance in interpreting transit safety rules or guidance, and recommending enhancements or revisions.

The ideal candidate for this position should have experience with transit or safety programs and projects to perform data analysis related to transit safety.

CONDITIONS OF EMPLOYMENT:

Qualifications

To meet the minimum qualifications for this position, you must meet the experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

• Experience developing and conveying technical information on transportation, performance management, or safety management and oversight to executive leadership and external audiences.
• Experience leading inter-disciplinary, inter-office or inter-agency teams; transit programs or projects, or safety programs or projects.
• Experience with data analysis as it relates to transit safety.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
