Responsibilities

This position is located in the Department of the Interior, Office of the Secretary, Office of Environmental Policy and Compliance located in Washington, DC. The Office provides coordinated national and regional leadership for development of environmental policy and program evaluation for a wide variety of Executive Orders, regulations, and environmental statutes, including the National Environmental Policy Act (NEPA).

The incumbent will serve as the National Coordinator for the Natural Cultural Resource Recovery Support Function (NCR RSF), provide leadership, direction, coordinated policy development and guidance in fulfilling the Offices' responsibilities for the Natural and Cultural Resources Disaster Recovery; and provide staff support to interagency environmental efforts related to the functions of Military Legacy Site remediation and Pre-Acquisition Environmental Site Assessments.

At the full performance level GS-14 the major duties of this position include, but are not limited to the following:
  • Serves as the senior NCR RSF specialist and the national lead and expert for budget, policy and oversight of DOI's NCR RSF program.
  • Facilitates the appointment of NCR RSF Field Coordinators for each FEMA Joint Field Office (JFO) or other operations center, as appropriate and provides coordination at the national level.
  • Identifies and coordinates NCR RSF-specific missions with Primary Agencies and Supporting Organizations and helps ensure coordination with DOI's bureaus and offices.
  • Maintains and updates NCR guidance documents, NCR RSF Field Coordinator Standard Operating Procedure (SOP), training materials, and NCR RSF website.
  • Assists activated Federal Disaster Recovery Coordinators to support coordination and communication among Federal agencies and corresponding local, State, Tribal, Territorial, and Insular Area governments, Non-governmental Organizations (NGOs), and private sector partners throughout the multiple phases of a disaster.
  • Oversees and complies with the tasking element of the FEMA Mission Assignment (MA) including tracking and reporting spending projections as requested by FEMA and maintaining financial records provided by the NCR RSF Field Coordinator. Work with FEMA to generate an NCR RSF budget during the development of an MA or Interagency Agreement (IAA).

  • The Office of the Secretary has determined that the selectee may be allowed to telework with supervisor approval.

    Salary Information
    GS-14: $117,191.00 to $152,352.00 per annum. First time hires to the Federal government normally start at the lower salary range of the grade level.

    NOTE: It is a requirement of this position that the incumbent holds a valid driver's license. Use of a rental vehicle may be required.

    Travel, transportation, and relocation expenses will not be paid. All travel, transportation, and relocation expenses associated with reporting for duty in this position will be the sole responsibility of the selected employee.

    Security Clearance Required: You will be required to obtain and maintain a Public Trust Background Investigation if you are selected and hired for this position.

    This is a permanent, full-time, career/career conditional appointment.

    To qualify for this position you must meet the Specialized Experience for the grade to which you are applying.

    Specialized Experience: To qualify at the GS-14 grade level, you must have at least one FULL year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service.. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as experience: 1. Providing technical advice and guidance to an agency or organization regarding natural or cultural disaster recovery efforts including the ability to articulate how policy decisions are made in any phase of the disaster cycle that could potentially affect disaster recovery in impacted areas. 2. Applying knowledge of the organization, capabilities and authorities of Federal agencies, and State and local government offices that are involved with emergency response, recovery, and rehabilitation programs to prepare useful planning, budgetary, and policy documents and properly employ available assets when needed. 3. Exercising tact and judgment in dealing with senior level personnel from Federal, State, and local agencies and organizations to resolve issues and concerns including those generated by, or of potential interest to, any of these organizations.
