This is a professional position that is responsible for managing, developing, and administering policies and procedures to improve the Agency's housing portfolio, resident satisfaction and meet Federal, State and local housing regulations and laws. The incumbent is also responsible for Agency-wide fair housing compliance, including oversight of the reasonable accommodation process. The incumbent provides training internally for staff and for external partners regarding compliance obligations, policies, procedures, and fair housing obligations.

This position requires knowledge in the principles and practices of federal, Maryland State, and Montgomery County housing policies and programs. In particular, the incumbent must demonstrate their knowledge and familiarity with Fair Housing, Americans with Disabilities Act, and Section 504 regulations. The incumbent must also demonstrate their knowledge, or ability to quickly obtain knowledge, of federal Section 3 economic opportunity regulations and Davis-Bacon wage rate tracking and reporting. This position requires a strong background in policy development, program development, compliance monitoring, customer advocacy, and non-discrimination policies. The incumbent will plan, train, and direct programs and is responsible for resolving even the most critical problems. The individual must rely on his/her expertise in administering this program, and be able to research and expand their expertise quickly and efficiently. The incumbent conducts fair housing analyses and submits reports; handles complaints filed internally and externally; resolves customer conflicts, investigates complaints; and ensures HOC follows fair housing marketing regulations for its units.

The incumbent will assist the many HOC divisions and departments in program planning, policy development, business process redesign, and community outreach. This position requires creation and delivery of frequent presentations and policy recommendations to Executive staff and HOC's Commission. The individual will meet with community groups, landlords, and civic leaders to exchange information, identify community needs, facilitate service delivery, and achieve consensus among community representatives with divergent interests. The incumbent will comply with HUD and HOC grievance procedures.

Preferred Skills:
  • Requires a Bachelor's Degree in public administration, political science, or a related field.Or
  • Master's Degree in a related field such as public policy, public administration, or social work preferred.
  • Requires a minimum of seven years of related experience.
  • Knowledge of housing program development and monitoring, fair housing, compliance, and housing policy. Skills include policy development, critical thinking, needs assessment, and record keeping.
  • Ability to communicate effectively both orally and in writing.
  • Ability to review and understand various legally oriented material including Federal Regulations and Federal Agency Handbooks
