Responsibilities

The Deputy Administrator for Defense Nuclear Nonproliferation (DNN) is responsible for the overall direction and management of DOE/NNSA's nuclear nonproliferation, nuclear and radiological security, and arms control programs.

DNN carries out its mission in a dynamic global security environment characterized by the persistence and escalation of regional conflicts; continued diffusion of dual-use technology and information; continued expansion of civilian nuclear energy; ongoing challenges related to managing existing nuclear and other radiological materials; increased sophistication of trafficking networks; continued evidence of terrorist interest in procuring nuclear materials; challenges to the nonproliferation regime, and the growth of cyber threats that can directly affect nuclear safeguards and security. DNN is a key contributor to interagency and international nuclear nonproliferation, nuclear and radiological security, and arms control efforts.

The incumbent serves as the Assistant Deputy Administrator for Nonproliferation and Arms Control, reporting directly to the Deputy Administrator in the Office of Defense Nuclear Nonproliferation (DNN). He/she will be responsible for all activities of the Department of Energy's National Nuclear Security Administration (DOE/NNSA) relating to the development and coordination of DOE/NNSA nonproliferation and arms control policies, plans, strategies and programs including nuclear safeguards, nuclear controls and nonproliferation policy. The incumbent will direct the Office of Nonproliferation and Arms Control (NPAC) activities.

The incumbent will interact with the Secretary, Deputy Secretary, and Under Secretaries, and DOE/NNSA first tier officials, as well as senior officials in DOE/NNSA program offices, and senior officials of the White House, Congressional committees, and other government agencies on program-related matters. He/she will serve as DOE focal point for other government agencies on nonproliferation and arms control matters; and represents DOE and the U.S. Government in relational international negotiations and consultations.

The incumbent will provide expert advice and assistance in carrying out the full spectrum of operational and managerial functions; and provides supervision to federal employees and managerial oversight to laboratory and contractor personnel.

Incumbent will represent the U.S. Government and DOE/NNSA in international nonproliferation and arms control negotiations as well as in interagency and intergovernmental meetings. Oversees strategic planning, administrative, and budget formulation and execution activities.

The duties and responsibilities of the position require the incumbent to have access to highly classified documents and/or materials that are related to the nuclear weapons program protected by the Atomic Energy Act. The position demands the highest degree of public trust and requires the incumbent possess a DOE "Q" clearance.

Qualifications

To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level which demonstrates ability to perform the duties described above; including progressively responsible supervisory or managerial experience demonstrating ability to manage people and resources. Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience or training, and reflect progressive development and achievement in managing a comprehensive program for a large organization. Building Coalitions - This core qualification requires the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Mandatory Technical Qualifications (MTQs): NOTE: Please limit your written statements to one page per MTQ.

1. Please describe your demonstrated experience and knowledge in the oversight of technical and policy analysis programs related to nonproliferation and arms control.

2. Please describe your demonstrated experience in budget formulation and execution of major activities supporting the goals and objectives relative to nonproliferation and arms control in planning and executing support of the President's nonproliferation, national security, and foreign policies.

3. Please describe your demonstrated knowledge of, experience in and ability to manage the interagency nonproliferation and arms control processes.

4. Please describe your demonstrated experience in interfacing with high level officials in various entities, including large government agencies, Congressional staff; national laboratories; heads of scientific, academic, and special/public interest groups; and other individuals of comparable stature related to international nonproliferation and arms control meetings and negotiations.
