Summary

The incumbent leads Solution Architecture within the Enterprise Architecture (EA) program in the Technology Solutions Office (TSO) developing blueprints for Judiciary technology in the commercial cloud and private cloud data centers. The incumbent is the national technical authority and recognized expert in application and infrastructure architecture with a strong background delivering enterprise-scale technology solutions in the government and/or private sector.

Responsibilities

The incumbent is responsible for designing Judiciary enterprise technology solutions under the direction of the lead Enterprise Architect and in collaboration with the solutions delivery team and external stakeholders. This work includes supporting a portfolio of operational pilots in the public cloud (e.g., Microsoft Azure and Amazon Web Services); integrating key technology components such as Identity and Access Management, a Cloud Management Platform, and API gateway; and consulting on various research and development projects that may incorporate distributed ledger and/or machine learning technology. In addition to these future-facing efforts the incumbent is also expected to provide technical solutions to program offices and Courts on legacy applications and infrastructure such as the Judiciary's enterprise-wide case management system and related applications. The incumbent provides all technical direction in coordination with EA's evolving technical reference model, enterprise technical standards, technology roadmap and best-practices. The duties include but are not limited to:
  • Leading a new program within EA responsible for solutions architecture with a focus on cloud migration;
  • Developing technical solutions architecture for infrastructure, applications, and data systems in a multi-tenant, hybrid cloud environment including VMware, AWS and Azure;
  • Drafting notional architecture for a variety of use-cases presented by administrative program offices and courts migrating into the commercial cloud environment;
  • Providing architectural oversight for research and development projects involving emerging technologies such as distributed ledger, natural language processing and machine learning;
  • Defining technical standards and methodologies to be adopted by Judiciary development teams;
  • Participating in matrixed Agile Scrum development teams including federal employees and contractors;
  • Maintaining a repository of architectural artifacts for reference by Judiciary development teams;
  • Providing hands-on coaching and mentoring for Judiciary IT professionals adopting solutions developed by TSO;
  • Advising the lead Enterprise Architect on the technology roadmap and technical reference model from a solutions perspective, and clearly communicating the enterprise architecture context to development teams;
  • Participating in enterprise architecture review boards as a subject matter expert;
  • Performing analysis of alternatives for technology solutions and providing input to technical working groups;
  • Define and implement best practices across cloud, security, application and integration solutions;
  • Incorporate industry best practices around DevSecOps and architect container orchestration within a cloud environment;
  • Develop logical/Physical/Communication/Security architectures for the As-Is and Target platforms.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Basic Requirements: You must have Information Technology (IT) related experience which demonstrates proficiency in each of the following competencies:

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in ALL of the following:
  • Architecting solutions for Amazon Web Services and/or Microsoft Azure;
  • Serving as a solutions architect for enterprise-scale infrastructure and applications projects; AND
  • Working in a matrixed Agile Scrum environment with JIRA.
