Summary

This position serves as a technical specialist in the Program Support Division, Office of Defects Investigation (ODI). The incumbent will be responsible for process control and quality assurance within the Office of Defects Investigation under the guidance of the Program Support Division Chief and is responsible for managing the daily execution of ODI's quality assurance program.

Responsibilities

As a Quality Assurance Specialist (Automotive), you will:
  • Advise and counsel the Office of Defects Investigation (ODI) staff on matters involving investigation quality assurance. Manage, coordinate and implement a variety of quality assurance processes for ODI.
  • Track all open and closed investigations. Upload, and warehouse, standard operating procedures (SOPs) development and refinement, and reporting to and advising senior leadership.
  • Plan, organize, coordinate, and recommend controls for all ODI records activities. Monitor the records and information management training for all ODI staff. Assist with the uploading of consent order submissions and investigation documents.
  • Review and conduct quality assurance on documents for release or withholding to ensure appropriateness.

Ideal candidate Statement: NHTSA is looking for an experienced Quality Assurance Specialist who can work independently to analyze and improve the quality management of processes within the Office of Defects Investigation. They would have experience in the evaluation and development of process improvement and quality assurance controls and programs. They would have excellent analytical and writing skills to develop methods to address varied quality assurance challenges. NHTSA is looking for someone who is highly motivated, and who can communicate effectively, both orally and in writing, at all levels of the organization.

Qualifications

To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.

For the GS-11, to qualify on Experience, you must have one year of specialized experience equal or equivalent to the GS-09, it must include:
  • Experience in monitoring quality assurance services (i.e., quality assurance, procurement, inspection, production or other related areas) through statistical analysis, control and sampling.
To qualify on Education for the GS-11, you must have:
  • 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of education and experience.

For the GS-12, to qualify on Experience, you must have one year of specialized experience equal or equivalent to the GS-11, it must include:
  • Experience developing and implementing quality assurance methods, procedures, and systems in support of activity programs.
There is no education substitution for the GS-12.

For the GS-13, to qualify on Experience, you must have one year of specialized experience equal or equivalent to theGS-12, it must include:
  • Experience planning, executing, and monitoring a quality assurance program.
There is no education substitution for the GS-13.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
