The mission of the Bureau of Ocean Energy Management (BOEM) is to manage ocean energy and mineral resources on the Outer Continental Shelf (OCS) in a manner that balances energy independence, economic development, and environmental protection. Energy resources on the OCS include oil and natural gas, as well as sources of renewable energy. Marine mineral resources include sand, gravel, and other non-energy minerals.

For each major stage of offshore energy and mineral development and planning, BOEM conducts environmental reviews under a suite of statutory mandates (e.g., Outer Continental Shelf Lands Act (OCSLA), National Environmental Policy Act (NEPA), Endangered Species Act (ESA), etc.). These reviews and related public engagement help inform the Bureau's decisions on energy and mineral exploration, leasing and development activities. Additionally, BOEM's scientists oversee environmental studies and work with diverse stakeholders to ensure the best available information is used to inform decision-making.

The incumbent serves as a Supervisory Environmental Protection Specialist (Branch Chief) in the Office of Environmental Programs (OEP), Division of Environmental Assessment (DEA). The DEA is responsible for the oversight of environmental issues related to OCS energy and minerals leasing, development, and management. Major functions of the DEA include providing environmental policy guidance and direction regarding key environmental laws, assessing OCS activities and their impacts on the environment, and driving relevant scientific research.

This position is located in the Department of the Interior, Bureau of Ocean Management, Office of Environmental Programs, Division of Environmental Assessment, Environmental Coordination Branch in Sterling, VA.

Major Duties : ( The duties described reflect the full performance level of this position. )

At the full performance level (GS-15) the major duties of this position include, but are not limited to:
  • Supervises employees and performs a full range of related duties including but not limited to: workforce planning and position management; planning, delegating, and evaluating work assigned to employees; managing performance and providing timely, specific, and frequent feedback; ensuring training and development of employees; performing administrative supervisory responsibilities.
  • Improves the effectiveness and efficiency of the environmental assessment program through strategic planning, budget development and execution, organizational change initiatives, and program improvement efforts.
  • Manages the development and adoption of national environmental policy and guidance to ensure compliance with environmental laws and regulations, including but not limited to the National Environmental Policy Act and Outer Continental Shelf Lands Act.
  • Manages the development and adoption of best practices and methods to improve environmental assessment and environmental performance.
  • Represents the bureau concerning environmental program priorities and environmental issues.

  • The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework, and the selectee may be allowed to telework with supervisor approval.

    Salary Range Information:

    GS-15: $137,849-$166,500 per annum.

    First time hires to the Federal government normally start at the lower salary range of the grade level.

    Minimum Qualification Requirements:

    To qualify for this position you must meet the (1) Specialized Experience for the series to which you are applying.

    (1) Specialized Experience:


    To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
  • organizing and giving direction to a team of multidisciplinary scientists performing environmental assessment;
  • identifying and implementing measures to improve the communication with and performance of a project team, team member, peer, or subordinate employee;
  • applying environmental laws, regulations, and policies in the marine and coastal environment;
  • assessing the interrelationships of OCS activities and the marine and coastal environments;
  • recommending improvements to policy and procedures for environmental assessment, research, and stakeholder engagement; and
  • preparing documents and delivering presentations related to controversial or complex environmental issues.
