Summary

The Office of the Chief Financial Officer, Multi-Program Resources Management Office, Sciences and Exploration Business Branch (Code 157.1) seeks a Resources Analyst to provide a range of business support to a variety of efforts, including: Research and Analysis (R&A); Mission Operations and Data Analysis (MO&DA) for flight projects; in-house instrument development; and Institutional [Center Management and Operations (CM&O)] programs.

Responsibilities

  • The duties described below are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • Prepares budget estimates for major substantive or administrative internal operating programs. Consolidates estimates into an integrated budget forecast.
  • Receives the call for the budget for major programs. Analyzes and resolves complex issues related to the financial program aspects of a large organizational segment of the Directorate.
  • Provides a detailed analyses and estimates of annual funding needs for one or more future budget years.
  • Provides to management procedural and regulatory guidance concerning the availability of or limitations on the use of funds.
  • Performs operational budget execution duties. Performs studies and audits on control and use of funds throughout the year. Analyzes and forecasts usage of funds within the areas assigned.
  • Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations.

Qualifications

Applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above.

For the GS-9, you must have one year of specialized experience equivalent to at least the GS-7 level, which has equipped you with the competencies required to perform successfully the duties of the position described above Specialized experience is defined as: (1) gathering and consolidating data for budget estimates, (2) tracking commitments, obligations, and costs and verifying against source documents, (3) utilizing automated systems to maintain budget/financial data, and (4) providing funds availability status.

OR

You may substitute the following for the specialized experience requirements: Two full years of progressively higher level graduate education or Master's or equivalent graduate degree in a related field; OR a combination of the experience and education requirements described above.

For the GS-11, you must have one year specialized experience, equivalent to at least the GS-9 level, which has equipped you with the particular competencies required to successfully perform the duties of the position described above. Specialized experience is defined as: is (1) preparing annual budget formulation documents, (2) executing and tracking commitments, obligations, and costs in support of programs, (3) consolidating financial data for reporting purposes, and (4) execution and analysis of budget data using automated systems such as Systems, Applications & Processes (SAP) and Business Objects.

OR

Applicants may substitute the following education for the specialized experience requirements: A Ph.D. or equivalent doctoral degree in a related field; OR 3 full years of progressively higher level graduate education leading to such a degree in a related field; OR LL.M., if related; OR a combination of experience and education requirements described above.

For the GS-12 level, you must have one year of specialized experience equivalent to at least the GS-11 grade level, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. Specialized experience is defined as: (1) preparing annual budget formulation documents, (2) executing and tracking commitments, obligations, and costs in support of programs, (3) consolidating financial data for reporting purposes, (4) execution and analysis of budget data using automated systems such as Systems, Applications & Processes (SAP) and Business Objects, and (5) analyzing contract costs against program requirements.
