Responsibilities

NOTE: Applicant's education and length of practice (experience) will be considered by a Compensation Panel in determining the salary of the applicant selected. Exceptions to the salary cap must be approved.

The Deputy Director, Office of Geriatrics & Extended (GEC), is a full-time position that reports to the Executive Director (ED) GEC, under the Assistant Deputy Under Secretary for Health (ADUSH) for Clinical Operations (CO), Veterans Health Administration (VHA), Central Office (CO). The position is located in Washington DC.

The Deputy Director provides national leadership to and has advisory and consultative responsibility for all VHA geriatric and long-term care programs and initiatives. S/he is the principal advisor and alter ego to the ED, ADUSH/CO, Under Secretary for Health (USH), and VHA on all issues regarding quality of care for aging and chronically ill Veteran patients. The Deputy Director also provides leadership and oversight of Geriatric Research, Education, and Clinical Centers (GRECCs) and the Geriatrics and Gerontology Advisory Committee, a federal advisory committee that provides advice and assistance to the Secretary of Veterans Affairs (SECVA).

Specific duties include:

• Acts as the principal advisor and to the Executive Director regarding Geriatric and Extended Care Services and long-term care policies and procedures pertaining to delivery of services, assessment of services, and outcome analysis.
• Supervises the National Director, Data Analytics, Quality Improvement, and Research section of the office.
• Supervises the Director, Facility Based Care programs which includes oversight of Community Living Centers and State Veterans Homes.
• Collaborates and coordinates with other VHA and VA program offices.
• Oversees consultation and expert opinions as needed on clinical and administrative matters provided by program managers and program directors the field and VACO program elements.
• Maintains close association with professional organizations and provider groups in affiliated institutions as well as other public and private organizations concerned with the delivery of services in VHA.
• Develops national criteria and standards for GEC programs and providers.
• Develops clinical practice guidelines/protocols and best practices to be used in the analysis and management of GEC programs.
• Develops and disseminates national GEC policies and clinical guidelines.
• Maintains all Directives, Handbooks and Information Letters, drafts Legislation and Regulations related to GEC Services.
• Maintains oversight of direct communication of program directors and program managers with Veterans Integrated Service Network (VISN) and Medical Center leadership on GEC direction, operations, and compliance with national policies and regulations.
• Reviews and updates the Strategic Plan within GEC ensuring benchmarks and established time lines are met.
• Oversees the review of the adequacy of existing programs under his/her supervision including both redundant programs and gaps in available services).
• Provides information on new developments and technology. Is responsible for leading GEC subject matter expert to program managers and clinicians.
• Serves as the decisional authority for GEC responses to external oversight bodies including the Government Accountability Office, the Office of the Medical Inspector, the Office of the Inspector General, and Congress.
• Assures that professional experts actively collaborate with specialty professional societies and provide liaison to other federal providers and professional groups concerned with the provision of GEC.
• Participating as a member of various VACO and Network healthcare committees as assigned.
• Partners with Program Directors within GEC to ensure the success of the program office.
• Serves as a liaison to other Federal and State agencies, professional societies, and Veterans Service Organizations.
• Adapts VHA's extended care services to meet the needs of younger disabled Veterans and the elderly.
• Responsible for GEC innovations and pilot programs.
• Responsible for the GEC dashboard and reporting.

• Physical Requirements: Most of the work performance is at a desk, in an office setting. The position does require touring of the medical center for direct supervision, survey and environment of care issues.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/23/2019.

In order to qualify for this position you must meet the following:

BASIC REQUIREMENTS FOR PHYSICIAN

• Degree of doctor of medicine or an equivalent degree resulting from a course of education in medicine or osteopathic medicine. The degree must have been obtained from one of the schools approved by the Secretary of VA for the year in which the course of study was completed.
• Current, full, and unrestricted license to practice medicine in a State, Territory, or Commonwealth (i.e., Puerto Rico) of the United States or in the District of Columbia. The Physician must maintain a current registration to continue employment with the VA.
• Residency Training: Physicians must have completed residency training or its equivalent, approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification. Approved residencies include those approved by the accrediting bodies for graduate medical education, Accreditation Council for Graduate Medical Education or American Osteopathic Association, or other residences which the Professional Standards Board determines to have provided appropriate professional training.

DEMONSTRATED LEADERSHIP EXPERIENCE:

Applicants must possess extensive leadership experience in the health care arena sufficient to qualify for the equivalent of a senior executive equivalent position within the Federal service. In addition, the incumbent is broadly acquainted with clinical treatment modalities, administrative and clinical support systems and is knowledgeable about multifaceted health care delivery systems.

In addition to basic requirements, the following technical and executive core qualifications are required for this position. Typically, these qualifications would be gained through education, experience and training which reflect progressive development and achievement in responsible management/executive level assignments in health care at a national or Network level, equivalent positions in a hospital/network/regional office or allied medical care facility, or executive positions in an academic institution. An individual's total experience and education must demonstrate the ability to perform the duties of the position. If you are currently a federal employee, this type of experience is typically found at positions at the GS-15 level and above.

B. TECHNICAL QUALIFICATIONS (TQ): .

• Extensive experience and knowledge of mission, organization programs and requirements of geriatric health care delivery systems, and the ability to lead health care programs at a national level.
