Summary

This vacancy is for a Supervisory IT Specialist position in the Decennial Information Technology Division located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.

Responsibilities

The duties for this position will include:
  • Responsible for directing resources and programs effectively.
  • Coordinating the design, architecture, integration of major systems, infrastructure, database administration, applications and systems support.
  • Managing activities relating to enterprise data collection, tabulation, data review, and data products in a complex database and a highly secured, high availability environment.

This position may be filled as a competitive temporary promotion opportunity not to exceed (NTE) 5 years by a current career or career-conditional Department of Commerce employee. This temporary promotion may be extended, terminated earlier, or made permanent at management's discretion. At the conclusion of the temporary promotion, the employee will return to their position of record.

This position may be filled as a term appointment, initial appointment is not to exceed (NTE) 2 years. This appointment may be extended 2 additional years at management's discretion.

This position is ELIGIBLE for telework; additional criteria will be required (e.g., supervisory approval).

This is a NON-BARGAINING unit position.

Relocation expenses will NOT be paid.

Qualifications

Applicants are responsible for insuring that the application submitted clearly indicates that they meet the qualifications listed below. To be eligible for this position, you must have the specialized experience, education, or a combination as indicated below.

Specialized Experience: For the Grade-15, you must have one year of experience at a level of difficulty and responsibility equivalent to the Grade-14 in the Federal service. Specialized Experience for this position includes experience utilizing and developing the talents of staff through the assignment of work, training, and personal directions. Experience supervising staff in design, development, integration and ongoing production for large-scale batch, interactive, integrated applications in a large database processing environment. Experience resolving application and operational design issues across multiple branches, divisions and cross directorate. Experience reviewing requirements and schedules and working with customers to resolve issues and clarify business/operational needs. Experience managing, coordinating, developing systems architecture and design in a multi-tier environment, documenting such architecture and design to support highly integrated systems solution. Experience designing, managing, and administrating large-scale database systems in an Oracle database environment. Experience with service oriented architecture and object oriented design projects, database design and management. Experience in design and development of systems to support data collection and tabulation activities. Experience managing activities relating to data collection, tabulation, data review, and data products and services in a large scale processing environment. Experience programming operations for products (data) creation, data collection and dissemination with high performance and tuning capabilities using a combination of in-house and COTS solutions.

Education may not be substituted for experience at the Grade-15 pay grade.

The following competencies are desirable at the Grade-15 grade level:
  • Skills managing and assigning work in a large-scale IT processing environment, setting priorities, preparing schedules, preparing projections and resource estimates, coordinating work with contract managers, evaluating performance, and accomplishing work assigned to the program area of responsibility.
  • Ability to manage resources in the overall planning and direction of business processes, integration and assuring services are provided for applications, troubleshooting and database administration.
  • Ability to select appropriate technologies, accurately assess risk, divide major projects into subsystems, and develop and document an overall design/architecture approach for a large complex integrated solution.
  • Knowledge of data collection, tabulation and data review systems, and data products.
  • Ability to program operations for services and products (data) creation, data collection, tabulation and dissemination.
