Responsibilities

This position is located in the Office of Small Business of the Export-Import Bank of the United States. This office is responsible for the strategic marketing of EXIM's products and services to all eligible small business exporters.

This position reports directly to the Vice President (VP) of Sales and Marketing for Small Business whose focus is on widely expanding the Bank's delivery of programs and services to small businesses across the country. This function is critical to the Bank's efforts to meet its Congressional mandates with respect to small businesses.

In addition to carrying out the traditional duties of a Business Development Specialist in the Small Business Group, the incumbent also plays a unique role as a senior advisor to the VP for Sales and Marketing and to the Senior Vice President for Small Business on issues and initiatives relating to the use of innovative tools and strategies for identifying small businesses that might benefit from the agency's programs. Further, the incumbent serves as, and is relied upon to be, the expert within the Small Business Group for the development and implementation of small business customer relationship management systems.

At the full performance level, duties include, but are not limited to:
  • Supervises and provides technical direction to subordinate staff.
  • Meets with all potential clients that are or could be a party to any U.S. export transaction within his/her assigned region or category. Educates clients on the array of EXIM and other agency programs available to exporters and importers of U.S. equipment and services. Advises clients or potential clients on how to apply for U.S. government assistance, program requirements of that assistance, applicable fees, documentary and credit requirements of the appropriate policy and program structure. Works to ensure that qualified leads are followed up on in a timely manner.
  • Designs and executes specific sales, training and marketing strategies to reach small businesses. Works closely with the VP to assure that the goals designed to meet yearly targets are measurable and clearly communicated; and then puts in place for the VP systems that allow for the effective, regular monitoring of marketing and sales activities. Serves as a senior advisor to the VP on all strategic planning issues.
  • Serves as the senior project officer responsible for the successful design and development of small business customer relationship management (CRM) systems and tools used by the Agency. Assumes the lead role in the development of any procurement requirements or funding justifications needed to support a CRM, plays a critical role in evaluating proposals for such service and is relied on for recommendations on procurement decisions. Then, assumes operational responsibility in implementation and in managing any resulting contracts.
  • Provides guidance to clients regarding credit standards, country limitations, etc. from inception of a potential transaction until a well-structured and complete application is submitted to the Bank. Maintains a current and in depth knowledge of all programs, structures, Bank policies, and market changes necessary to fulfill the mission.
  • Makes presentations to senior management and advisory committee meetings on assigned marketing activities, and provides information for senior management to use in congressional testimony on issues relevant to business development.
  • Prepares reports advising various levels in the Bank on the status of these strategies and initiatives. Provides critical support to the SVP in strategic, single and multi-year planning of initiatives in the areas of product development, and strategic marketing and customer relationship management.
  • Works closely with the VP for Small Business and other senior managers across the Bank to identify changes to existing credit programs or to develop new credit programs which might better address access to capital for small business exporters. In this regard, the incumbent may be required to draft issue papers and policy drafts or make oral presentations to EXIM's senior management on substantive issues.
  • Serves as the primary public speakers on behalf of the Bank and is called upon to do various requests, including seminars, trade shows and instructional workshops, both domestically and internationally. Represents the agency with high level interagency groups.
  • Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports. Presents clear, concise and well-structured oral presentations that address the designated issues. Identifies problems and attempts to resolve conflicts in a timely manner through persuasive discussions with responsible members in a meeting or working group. Promotes team-building and improves business practices.
  • Performs other duties as required by supervisor.

Qualifications

Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):

GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government. Specialized experience includes:
  • Experience developing and implementing a successful small business sales and marketing plan for a bank, financial organization, or federal credit agency or similar agency
  • Experience analyzing marketing initiatives and strategies and then identifying weaknesses and performance gaps, and developing and implementing solutions
  • Experience leading a staff including planning, directing, reviewing, and monitoring their work
Education cannot be substituted for experience at the GS-14 grade level.
