Summary

This position reports to the Assistant Director of Human Capital and serves as a Human Resources Specialist providing technical expertise in developing, directing and evaluating TIGTA human capital policies and programs for staffing, classification, pay administration, and information systems.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Serve as advisor and consultant on a diverse spectrum within the Human Capital Directorate, with full technical responsibility/subject matter expert for agency wide personnel management program/project assignments.

- Perform extensively broad and difficult position classification projects and studies.

- Analyze and evaluate current staffing situations including turnover, vacancies, and current recruitment strategies to identify and forecast staffing challenges and future mission demands.

- Develop HR guidance in the form of policy and program objectives.

- Provide advisory services on recruitment and placement actions requiring identification and analysis of management staffing problems, and development of solutions considering the total personnel management viewpoint.

Qualifications

You must meet the following requirements by the closing date of this announcement.
Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:

- experience providing technical guidance and interpretation on regulatory requirements for a human resources program; AND

- advising senior management, and providing recommendations to resolve human resources issues.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Public Trust - Background Investigation will be required.
- You will be required to regularly report to the Duty Station listed above. While teleworking is an option, approval is at management's discretion based on duties, business needs, performance, etc.

- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
