Responsibilities

  • Serves as a Department of the Interior (DOI), Designated Agency Representative (DAR) and Telecommunications Ordering Official (TOO) for telecommunications and related services managed within the Enterprise Infrastructure Section (EISS).
  • Performs duties in three categories: ordering and coordinating the delivery of services; telecommunications service analysis and contract administration; and telecommunications service advisor.
  • Performs technical and analytical work in telephony, networking, IP, and managed network services.
  • Focuses primarily on access and transport services, as well as the program areas which are connected to and are supported by these services.
  • Functions as DAR and TOO for GSA?s Networx and follow-on contracts as well as non-Networx contracts.
  • Acts as a point-of-contact for service ordering and delivery for all contracts used to satisfy commercial service requirements for the programs which fall within Enterprise Services Network (ESN).
  • Performs identification of services, ordering, coordination of service delivery, and acceptance of service once the program or project manager has determined that the service is of an acceptable level.
  • Performs telecommunications service analysis and contract administration.
  • Performs analysis of existing and proposed telecommunications services.
  • Provides recommendations for improvement to include integration or convergence of services.
  • Identifies resource sharing or alternative service.
  • Analyzes usage trends to identify problems and over or under subscription of services.
  • Performs telecommunications service advisory to EISS and bureau program and project managers.
  • Provides advice and assistance in identifying acquisition strategies.
  • Prepares technical specifications and requirements and solicitation packages including statement of objectives or statements of work.

Qualifications

At the GS-12 level, you must meet the following qualification:

One year of specialized experience equivalent to at least the GS-11 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Apply current and emerging telecommunication services availability and order processes within the telecommunications industry to order and coordinate the delivery of services for simple to complex mission requirements; Follow government service order processes and policies which dictates the acquisition and management of IT resources of which telecommunications falls within; Make decisions and recommendations and apply solutions in a variety of specialized areas to complex, telephony and networking requirements including the convergence of IP traffic; Identify opportunities for improvement and cost savings as well as near- and long-term impacts associated with significant industry changes (services, equipment, wiring and cabling, network management, access and transport (transmission) technologies, tariffs and the regulatory process, deregulated processes and services, local and wide-area networks, and evolving industry standards and protocols; Identify trends within the telecommunications sector which may impact existing processes and result in operational and management changes, consolidation or cost-saving opportunities; Communicate ideas and convey complex and technical information to procurements, and resolution of contractor performance issues; Participate in technology procurements and contract administration by following contractual service ordering procedures, ensuring funds are available, and ensuring that a valid obligating document is in place before placing a service order; and Conduct studies to forecast and develop long-range plans and advise top level managers on applying new developments and advances in telecommunications techniques.

At the GS-13 level, you must meet the following qualification:

One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: Serve as Designated Agency Representative (DAR), or similar position, with authorization to appoint, authorize, and to place service orders for telecommunications and related services in support of enterprise level initiatives; Analyze current and emerging telecommunication services availability and order processes within the telecommunications industry to order and coordinate the delivery of services for simple to complex mission requirements; Interpret and follow government service order processes and policies which dictates the acquisition and management of IT resources of which telecommunications falls within; Make decisions and recommendations and develop solutions in a variety of specialized areas to complex, telephony and networking requirements including the convergence of IP traffic; Identify opportunities for improvement and cost savings as well as near- and long-term impacts associated with significant industry changes (services, equipment, wiring and cabling, network management, access and transport (transmission) technologies, tariffs and the regulatory process, deregulated processes and services, local and wide-area networks, and evolving industry standards and protocols; Identify and analyze trends within the telecommunications sector which may impact existing processes and result in operational and management changes, consolidation or cost-saving opportunities; Originate, develop and communicate ideas, persuade others, and convey complex and very technical information clearly and concisely to facilitate policy decisions, procurements, and resolution of contractor performance issues; Interpret and apply communications policies to extend and interrelate it to specific applications, assess cost and operational impacts, assess user, and organizational requirements; and Plan, organize and direct studies to forecast and develop long-range plans and advise top level managers on applying new developments and advances in telecommunications techniques.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
