Responsibilities

You will:
  • Independently collect data and prepare analyses and evaluation studies of financial operations and performance of regulated corporations, including assessments and evaluations of the corporations' performances.
  • Collect and compile data to support the financial analyses, which includes an assessment of the data quality; prepare and assist with the preparation of background material and analyses for environmental program reviews, inspections, and audits.
  • Resolve problems of a difficult or complex nature such as new or novel approaches to financing commercial or municipal facilities or corporations, including thorough understanding of complex corporate structures and public-private partnerships.
  • Independently prepare reports which identify unusual problems encountered, summarize the analyses and evaluations made, and present conclusions and recommendations based on evaluation of the financial record review of specific companies, including financial solvency and reserves related to environmental protection measures.
  • Prepare analyses including assessment of corporate financial performance and corporate environmental records, including analyses to detect fraudulent behavior by corporate or municipal entities not in compliance with environmental laws.

This position requires the use of personal protective equipment (PPE).

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You need a degree or combination of education and experience as described below to qualify for this position.

Experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-13 level, you need to have at least one year of full-time experience equivalent to the GS-12 level defined as developing and analyzing financial data; producing financial reports, plans, guidance and presentations.

  • Skill in oral communication
  • Knowledge of generally-accepted governmental accounting standards
  • Knowledge of principles, theories, and practices of public finance, accounting and basic economics

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
