About the Position:
Serve as an Human Resources Specialist (HR) performing operational assignments in Civilian Human Resources Agency (CHRA). CHRA exercises world-wide command and control over the Army's entire civilian personnel operational structure consisting of all CONUS and OCONUS HR Regional Processing Centers, Civilian Personnel Advisory Centers (CPAC)

Responsibilities

  • Advise management on recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs.
  • Respond to inquiries concerning civilian hiring procedures, application process, employment opportunities, and other recruitment/selection process.
  • Code personnel actions, using correct nature of action codes, authority codes, setting pay, determining benefits, etc.
  • Utilize a variety of automated HR tools and systems; i.e. USA Staffing, Defense Civilian Personnel Data Systems (DCPDS), etc.
  • Utilize a wide range of HR practices, regulations, and precedents.
  • Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.
  • Conduct strategic recruitment discussions, job analysis and prepares vacancy announcements.
  • Provide comprehensive HR management advisory and technical services on organizational functions and work practices.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-5 level: General Experience: Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes assisting with analyzing problems by researching data; planning and organizing work; and communicating effectively both orally and in writing. This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).

GS-7 level: Experience Required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as assisting in Human Resource duties performing a wide variety of technical support in one or more of the following human resources management program: job opportunity announcements, rating and ranking applicants, assisting applicants with new hire paperwork, and/or processing personnel actions. Experience in using HR automated programs such as Defense Civilian Personnel Data System (DCPDS) and Fully Automated System for Classification (FASCLASS). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

GS-09: Experience Required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as preparing job analyses and vacancy announcements; determining applicant qualifications; providing advisory services on staffing functions; and responding to customer requests for civilian human resources information. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

GS-11: Experience Required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as interpreting civilian human resources laws to provide comprehensive advisory services on staffing functions; analyzing and recommending solutions to resolve civilian human resources problems/issues; advising management on recruitment methods and strategies; processing personnel actions; and creating a variety of human resources products (e.g. job analyses, vacancy announcements, referral lists, etc,). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent
For the GS-07, must have 52 weeks at the GS-05 (or equivalent)
For the GS-09, must have 52 weeks at the GS-07 (or equivalent)
For the GS-11, must have 52 weeks at the GS-09 (or equivalent)

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

GS-05 level : Education Substitution for General Experience for GS-05: Four year course of study leading to a bachelor's degree
OR
Combination of Education and Experience for General Experience for GS-05: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages

GS -07 level: Education Substitution for Specialized Experience for GS-07: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field.
OR
Superior Academic Achievement for Specialized Experience for GS-07: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies ( https://www.achsnatl.org/).

GS-09 level: Education Substitution for Specialized Experience for GS-09: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field.
OR
Combination of Education and Experience for Specialized Experience for GS-09: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11 level: Education Substitution for Specialized Experience for GS-11: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field.
OR
Combination of Education and Experience for Specialized Experience for GS-11:: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
