Summary

About the Position: The phlebotomist will be engaging numerous patients throughout the day in a blood drawing setting at the Walter Reed National Military Medical Center. The incumbent will be working in a fast paced environment under pressure without sacrificing accuracy or safety. As a processing technician the incumbent will be processing specimens in order to expedite specimens to the analytical section of the laboratory.

Phlebotomy certification or comparable certification is preferred.

Responsibilities

  • Serve as a phlebotomist with direct patient contact performing blood collection procedures by venipuncture and capillary puncture techniques and obtain capillary blood samples based on judgment of venous access and the requirements of the test.
  • Receive and process a wide variety of laboratory samples and specimens, receiving specimens from remote sites for shipment to civilian or military reference laboratories.
  • Prepare shipping manifests, ensuring integrity of documentation, logs, and specimens following regulatory guidelines.
  • Perform accessioning procedures using automated systems such as the Composite Health Care System (CHCS), ensuring timely distributions to laboratory sections.
  • Perform clerical duties related to the handling of laboratory specimens.
  • Accurately enter results of tests/procedures into computer systems, logging information, and distributing laboratory results per request of patient to physician(s), and ensuring the accuracy of laboratory billing.
  • Under the direction of a training coordinator, instruct new laboratory hires, Military Medical Laboratory Technicians (Phase II) students, and various other students in the procedures, practices, and techniques of phlebotomy.
  • Observe trainees' performance, answer questions, explain peculiarities of each test, provide corrective guidance as necessary, and document training.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 3 security investigation or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent to have tuberculosis testing.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent to complete a Childcare Background Check (CNACI) security investigation.
  • This position has mandatory seasonal influenza vaccination requirements and is subject to annual seasonal influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position may require the incumbent to work on any day or shift, including PMs, nights, weekends, holidays, or on an "on call" basis, necessary to meet mission requirements.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience includes obtaining venous and capillary blood specimens using appropriate collection measures (e.g., evacuated, syringe, venipuncture, dermal puncture); performing phlebotomy on patients of all ages; adhering to quality control procedures; and preparing specimens for testing (such as labeling, centrifugation, serum separation, freezing/refrigeration, etc.). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted.
