The primary purpose of this position is to serve as a the Branch Chief, Resources Programs and Policies with responsibility for planning, directing, organizing, and exercising control over financial planning and execution, budget administration, computers/Civil Engineering unique automated systems/networks, manpower and personnel coordination through staff.

Responsibilities

  • Plans, organizes and directs the activities of the Programs and Policies Branch ensuring that financial management, budget, automated systems administration and manpower activities comply with legal and regulatory requirements.
  • Develops goals and objectives that integrate organization and Civil Engineering Division objectives.
  • Exercises supervisory personnel management responsibilities.
  • Researches, interprets, analyzes and applies USAF/OSD/OMB budgetary policies, procedures and objectives, computer systems security, legal and regulatory requirements.
  • Represents the division/directorate with a variety of installation, command and upper management organizations.
  • Represents A7 directorate on the Financial Working Group (FWG), and provides input to the commander or designated representative to the Financial Management Board (FMB).
  • Establishes, develops, and maintains effective working relationships with (Civilian Personnel, Budget, Manpower and other organizations that interface with the directorate.
  • Provides advice and assistance to NGB/A7 management officials regarding, financial management, budget, and computer support to effectively meet current and long-range program goals and objectives.
  • Provides overall management and direction of the directorate interface with A6.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and management Positions, Miscellaneous Administration and Program Series, 0301

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses; Establish policies and procedures for accomplishment of Policy and Program Analysis.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of concepts, principles, and practices relating to financial management, manpower, and management information systems.
2. Knowledge of common budgetary practices, procedures, regulations, precedents, and guidelines.
3. Knowledge of safety and security regulations, practices, and procedures.
4. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of a command level organization.
5. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires agencies to treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The "certification" must reflect the service member is expected to be discharged or released from active duty service in the armed forces under honorable conditions not later than 120 days after the date of submission.
