Summary

As the Assistant Chief to Goddard's Strategic Partnerships Office (SPO) Chief. In this capacity the individual assists with providing Center-wide technical leadership for overall SPO activities. The role involves planning, management, and evaluation of Goddard's comprehensive technology programs for the purpose of technology transfer.

  • Provide technical decisions, advice, and consultation of complex technology programs.
  • Manage overall development efforts for significant and complex programs or a set of complex projects with multiple interfaces and extensive scope and variety.
  • Responsible for leading special interest programs and project (e.g. the annual New Technology Report (NTR) Harvesting campaign to promote, identify and maximize the collection of NTRs across all Goddard facilities and campuses).
  • Provide guidance on all aspects of federal technology transfer, extensive knowledge in Small Business Innovation Research (SBIR); Small Business Technology Transfer (STTR).
  • Responsible for the management and direction of the on-site support service contractor that provides day to day administrative and technical support to SPO.
  • Review and evaluate the Contractor's progress related to expenditures, and recommends approval/disapproval for payment as appropriate.

Qualifications

In addition to the Basic Education requirement, applicant must have one year of specialized experience equivalent to the next lower grade, which has equipped the applicant with the particular competencies needed to successfully perform the duties of the position described above. Specialized experience is defined as but not limited to:

Experience in the field of technology transfer including associated government and NASA policies for compliance; experience in Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR); experience with the policies, procedures, and legal mechanisms for NASA partnership formulation.

Extensive knowledge of U.S. patent prosecution processes and regulations.

Experience with intellectual properly valuation and licensing as they relate to federal technology transfer.

Experience with intellectual property marketing analysis and promotional strategies as they relate to federal technology transfer.

Knowledge of NASA Heliophysics, Planetary, Astrophysics, and Earth Science programs and missions.

Education

Basic Education Requirement: A bachelor's degree from an accredited college or university with major study in Aeronautical Engineering, Aeronautics, Aerospace Engineering, Architecture, Astronautical Engineering, Astronautics, Astronomy, Astrophysics, Biomedical Engineering, Ceramic Engineering, Ceramics, Chemical Engineering, Chemistry, Civil Engineering, Computer Engineering, Computer Science*, Earth and Planetary Science, Electrical Engineering, Electronics Engineering, Geology, Geophysics, Industrial Engineering, Materials Engineering, Materials Science, Mathematics (Pure or Applied), Applied Mechanics, Engineering Mechanics, Mechanical Engineering, Metallurgical Engineering, Metallurgy, Meteorology, Nuclear Engineering, Nuclear Engineering Physics, Oceanography, Optical Engineering, Physics, Applied Physics, Engineering Physics, Space Science, Structural Engineering, Welding Engineering or other appropriate physical science or engineering field. Degrees in engineering technology are not considered to be qualifying for this position. *Note: Curriculum must include 30 semester hours of course work in a combination of mathematics, statistics and computer science. Of the 30 semester hours, 15 must be in any combination of statistics and mathematics which includes differential and integral calculus.
