Responsibilities

Joining the Cybersecurity and Infrastructure Security Agency (CISA) means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security. Within CISA, the Cybersecurity Division leads cybersecurity efforts for CISA as the Nation's flagship civilian cyber defense organization. The division collaborates with partners across the government and private sector to enhance the Nation's cybersecurity by sharing information, providing cybersecurity services and technical assistance, as well as through education and awareness.

In this position, you will be serve as a Program Analyst.Typical work assignments include:
  • Developing written products through research, writing, analysis, and use of qualitative and/or quantitative methods to resolve international and agency level policy issues.
  • Managing the implementation of program/project plans.
  • Assisting in strategic planning and program execution through the development and evaluation of program goals, objectives and initiatives.
  • Managing and administering office or division-level training programs, to include reporting, data analysis, approvals, applicability and content.
  • Maintaining communication with industry stakeholders, including intra-Departmental, as well as with U.S. Government interagency, private sector and/or foreign partners.

Occasional travel - 1 to 5 nights of travel per month may be required.

Qualifications

You qualify for the GS-14 grade level (starting salary $117,191.00) if you possess one year of specialized experience at the GS-13 grade level performing the following duties:
  • Conducting analysis and research to identify program issues and problems;
  • Recommending and implementing new evaluative methods/procedures to resolve program issues or problems;
  • Monitoring pre-award and/or post-award procurement actions;
  • Writing comprehensive reports on program operations, evaluations, and/or results; and
  • Representing the interests of an organization or program in external conferences, meetings and/or seminars.
  • NOTE: To qualify for this position, your resume must contain sufficient detail to prove you have one year experience performing these duties. Otherwise, you will be found ineligible.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.     Time-in-Grade
    Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.
