Responsibilities

If selected into Recent Graduates Program , you will be placed in a position as Management & Program Analyst, GS-0343-5/7/9/11 in the Wage and Investment Division.

WHAT IS THE WAGE & INVESTMENT (W&I) DIVISION? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. W&I provides high-quality taxpayer assistance, and enable taxpayers to transact and communicate electronically to file their returns and make payments.

WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Management and Program Analyst you will serve as a staff analyst, evaluator, and advisor to management. In this position, you will responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs

The following are the duties of a Management & Program Analyst at the GS-11 level. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

As a Management and Program Analyst, you will:
  • Performs or assists in performing operational reviews, prepares or assists in preparing program evaluations and provides guidelines pertaining to the effectiveness of line program operations in meeting established goals and objectives
  • Advises on program staffing; recommends changes in methods, procedures and techniques to improve baseline measures; and conducts studies of employee/organizational efficiency and productivity and recommends changes in improvements in organization, staffing, work methods procedures.
  • Knowledge of analytical and evaluative methods and techniques and/or management and organization principles for assessing program development or execution and improving organizational effectiveness and efficiency.

In order to successfully complete the Recent Graduates Program, you must complete 1 year in the position, a minimum of at least 40 hours of interactive training, and demonstration of successful job performance. If for any reason you do not successfully complete the program you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program.

Qualifications

You must first meet Recent Graduate Program Eligibility to be considered for this position. You may then Qualify for the position based on education, experience or a combination of both. You must meet the following requirements prior to appointment/enter on duty date:

GS-5 LEVEL: You must have 3 years of general experience, 1 year of which was at a level of difficulty and responsibility equivalent to the GS-4 grade level in the Federal service. General experience includes: experience that demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; Plan and organize work; and Communicate effectively orally and in writing. OR You may substitute education for general experience as follows: 4 year course of study leading to a Bachelor's Degree at an accredited college or university in any field of study.

GS-7 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-5 grade level in the Federal service. Specialized experience for this position includes: - Performing operational reviews, preparing program evaluations and providing guidelines pertaining the effectiveness of line program operations. - Advising on program staffing and conducting studies of employee/organizational efficiency and productivity. - Recommending changes in procedures and techniques to improve baseline measures and organization's work methods. OR You may substitute education for specialized experience as follows: 1 year of graduate level education in any field of study at an accredited college or university. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-9 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: -Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations; -Developing changes in methods and conducting studies of employee/organizational efficiency and productivity; -Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission; -Directing the development and accomplishment of employee training; -Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. OR You may substitute education for specialized experience as follows: a Master's or equivalent graduate degree in a related field of study at an accredited college or university. OR 2 full years of progressively higher level graduate education leading to a degree in a related field of study. OR LL.B. or J.D., if related.

For Grades 5 through 9: You may qualify with a combination of qualifying education and experience. Options for qualifying based on a combination will be identified in the online questions.

In addition to the above you must have, within the previous 2 years, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application.

*Veterans (as defined in 5 U.S.C. 2108 ) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).

The IRS Internal Recent Graduates Program affords a one-year development opportunity to IRS employees who meet Program Eligibility and requirements. If selected, you will be placed in a position as a Management and Program Analyst, GS-0343 (this position has a Career Ladder to Grade 11) in the Wage & Investment (W&I) Division. The Recent Graduates Program requires successful completion of one-year in the position; a minimum of at least 40 hours or interactive training; mentorship; and demonstration of successful job performance. If for any reason you do not successfully complete the program, you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program. Placement is neither guaranteed nor implied.

EDUCATION DOCUMENTATION:

IRS REASSIGNMENT PREFERENCE PROGRAM (RPP):
You must meet the requirements in your RPP notice. Submit a copy of your RPP Notice along with a copy of your most recent annual performance appraisal. Your performance appraisal must have a fully successful or higher overall rating.

PERFORMANCE APPRAISAL/AWARDS:
Submit a copy of your most recent completed performance appraisal. If a revalidated appraisal is used for merit promotion, the supervisor must prepare a narrative for each critical job element that does not have a narrative describing the performance in the appraisal period covered by the rating.
