Responsibilities

The following are the duties of the Human Resources Assistant (Employee Benefits) position at the GS-7. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

- Identify and resolve routine complaints or problems; determine scope, nature and interrelationships; and resolve problems using appropriate methods and techniques selected from many alternatives.
- Provide counseling and advice to employees regarding employee benefits programs such as FEHB, FEGLI, and TSP, including eligibility, enrollment, and basic features. Ensure employees are aware of upcoming changes to benefits programs. Refer and/or elevate complex issues to a specialist.
- Explain the basics of health and life insurance options, Thrift Savings Plan options, and other current and emerging provisions. Assist employees with problems applying for benefits.
- Respond to inquiries concerning HR entitlements and services, processing procedures, alternatives, and requirements, and provide other information depending on the nature of the issue, status of the requestor and similar factors.
- Process a range of actions, including those that have unusual conditions or issues requiring deviation from standard procedures to complete the action.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-06, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:

- performing in a technical, clerical, and/or administrative support role for a business or organization utilizing computer systems and tools to prepare and update documents and reports; AND
- responding to inquiries in person, via email, and/or on the telephone; AND
- reviewing files and/or documents for completeness and compliance with established guidelines.


Physical Demands: The majority of the work is performed while sitting at a desk using a computer. Some bending, stooping, and lifting is required to retrieve records, files, or reports.

Work Environment: The incumbent is required to move around the office with routine interruptions, including walk-in visitors and telephone calls.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-6, you must have been at the GS-5 level for 52 weeks

Time After Competitive Appointment: Candidates who are current Federal employees serving on a
non-temporary competitive appointment must have served at least three months in that appointment.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
