Responsibilities

Joining the Cybersecurity and Infrastructure Security Agency (CISA) means being part of the team focused on securing the Nation's physical and cyber infrastructure against threats to public health and safety, economy, and national security. Within CISA, the Office of the Director provides leadership to the Agency's efforts to defend civilian networks, secure federal facilities, manage systemic risk to National critical functions, and work with stakeholders to raise the security baseline of the Nation's cyber and physical infrastructure.

In this position, you will serve as an IT Cybersecurity Specialist (PLCYPLN).Typical work assignments include:

- Resolve conflicts in laws, regulations, policies, standards, or procedures.
-Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals.
- Develop methods to monitor and measure risk, compliance, and assurance efforts.
- Review or conduct audits of information technology (IT) programs and projects.
- Provide guidance for developing and reviewing IT capital investment plans and processes for investment review in specific areas (e.g., earned value management, risk management, project management,program management, acquisition management,alternatives analysis, etc.)
- Analyze and evaluate IT portfolio management and reporting activities, determining and recommending changes needed in policies and procedures

Qualifications

Basic Requirement

Must have IT related experience that demonstrates possession of each of the four required competencies related to 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information to individuals or groups effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; and 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

You qualify for the GS-12 grade level (starting salary $83,398.00) if you possess one year of specialized experience at the GS-11 grade level performing the following duties: 1. Overseeing the development and update of the life cycle cost estimate; 2. Using computer networking concepts and protocols, and network security methodologies for assessing and mitigating risks; and 3. Serving as a subject matter expert in laws, regulations, policies, principles, and ethics as they relate to cybersecurity and privacy.

You qualify for the GS-13 grade level (starting salary $99,172) if you possess one year of specialized experience at the GS-12 grade level performing the following duties: 1. Developing IT policies and procedures governing the planning and delivery of information technology services; 2. Providing guidance and leadership in the planning and integration of information technology requirements and achievement of information technology strategic goals; 3. Utilizing capital planning and investment control (CPIC) practices and procedures in order to plan IT investment requirements; and 4. Reviewing IT capital investment plans such as OMB Business Case Justifications.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
