Summary

This position is part of the National Archives and Records Administration, Office of Inspector General. As a Criminal Investigator, you will be responsible for coordinating and conducting investigations to identify and eliminate fraud and other forms of criminal or improper activity related to NARA programs.

Responsibilities

The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
  • Independently plan and personally conduct or lead investigations into violations of Federal laws and regulations, violations of NARA policies and directives, or other matters as assigned.
  • Perform investigative assignments such as interviewing witnesses and subjects, executing searches, performing surveillance, conducting computer forensic and/or forensic accounting analysis, and administering oaths during the taking of affidavits.
  • Plan, organize, and conduct comprehensive investigations involving matters, issues, and problems for which there are few, if any, established criteria, in the shortest time-frame possible, that have been requested by the Executive Office of the President, Members of Congress, Congressional committees, the Inspector General, the Assistant Inspector General for Investigations, and other high echelon Government officials.
  • Present investigative results both orally and in writing to prosecutors and others for determinations of the merits of case prosecution or action.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • A one year probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • Drug Testing is required.
  • Carry and use a firearm. Maintaining firearm proficiency is also mandatory. You will be ineligible to occupy this position if at any time you have been convicted of a misdemeanor crime of domestic violence, unless you received a pardon or your conviction was expunged or set aside.
  • Complete or have previously completed the Basic Criminal Investigative course(s) at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA.
  • Complete a pre-employment medical examination (including vision, hearing, cardiovascular and mobility of extremities) by an authorized Government physician and be determined physically fit to perform strenuous physically demanding duties. You will be required to undergo regular physical examinations and to maintain a level of physical fitness in accordance with the standards and policies of this agency.
  • Agree to work an average of two extra hours per day. Law Enforcement Availability Pay (LEAP) has been approved to compensate for unscheduled duty in excess of the 40-hour workweek.

  • Qualifications

    Age Restriction: The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a law enforcement officer position. This requirement does not apply to a) Preference-eligible veterans; OR b) Individuals who are 37 years of age or older and have previously served in law enforcement officer positions that were covered by a special law enforcement retirement plan.

    You must meet the following requirements within 30 days of the closing date of this announcement.

    Medical Requirements: The selectee must pass a pre-appointment physical examination and meet the physical requirements for this position as required by this agency. The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

    AND

    Specialized experience for the GS-13 is one year of experience at the GS-12 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At this level, qualifying experience must include: planning and conducting investigations involving criminal, civil and administrative violations of federal law.
    Examples of this experience are:
    -Investigating cases that involve matters of extreme sensitivity, and scope; AND
    -Planning and conducting investigations involving illegal/criminal acts pursuant to allegations of internal misconduct or fraud; AND
    -Preparing investigative findings and reports; AND
    -Maintaining liaison with law enforcement agencies at the local, state, or national level.

    Specialized experience for the GS-12 is one year of experience at the GS-11 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At this level, qualifying experience must include:
    -Independently initiating investigations from informant tips or leads regarding violations of federal laws or regulations, such as: allegations of internal misconduct or fraud; AND
    -Developing evidence by interviews, documentary searches, surveillance, etc.; AND
    -Establishing interrelationships of facts or evidence.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks. For the GS-12, you must have been at the GS-11 level for 52 weeks.

    Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
