Responsibilities

If selected into Recent Graduates Program , you will be placed in a position as a Operations Research Analyst GS-1515, Career Ladder 5/7/9/11/12/13 in the Wage and Investment(W&I) division.

WHAT IS THE WAGE AND INVESTMENT DIVISION (W&I) DIVISION? The Wage & Investment Division (W&I) serves about 122 million taxpayers who file upwards of 94 million returns each year. W&I provides high-quality taxpayer assistance, and enable taxpayers to transact and communicate electronically to file their returns and make payments.

WHAT DOES AN OPERATIONS RESEARCH ANALYST DO? As an Operations Research Analyst you will be responsible for developing operations research studies and projects dealing with activities that affect programs and policies. In this position, you will give emphasis to developmental research, as distinct from the types of research to be performed by the functions that focus on operational problems of shorter duration. In addition, you will serve as a specialist and team leader on study teams, with responsibility for any of the major phases of a complex study of broad and varied operations or programs.

As an Operations Research Analyst you will:
  • Lead complex studies and define problems involved, formulate overall concepts, evaluating findings and recommending solutions.
  • Oversee the selection and application of mathematics, economics, econometrics and statistics appropriate to solving operations research problems.
  • Conduct operation research identifying the probable causes of cost/workload variances and procedures.
  • Ensure that project and study teams use appropriate operations research and analytical techniques.
  • Describe and document the analyses of research studies and projects and the general sharing of information of overall staff efforts, using effective oral and written communications.
  • Identify mathematical applications to improve existing programs; determining the types of data to be collected, formulating study methodologies, assisting functional activities in the implementation of operational segments and analyzing data.
  • Provide technical guidance and coordinate efforts involved in carrying out various aspects of assignments, the design of samples and experiments, and design of evaluation and program monitoring techniques.
  • Monitor, evaluate and document the results of project studies and prepare final recommendations.

In order to successfully complete the Recent Graduates Program, you must complete 1 year in the position, a minimum of at least 40 hours of interactive training, and demonstration of successful job performance. If for any reason you do not successfully complete the program you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program.



Qualifications

In the Recent Graduates Program you may qualify based solely on education, experience or a combination of both. You must meet the following requirements by the closing date of this announcement:

BASIC REQUIREMENTS ( ALL GRADES)
You must have a Bachelor's degree from an accredited college or university in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to the above, you must meet the requirements described below:

GS-5 LEVEL:
You must meet the basic requirements as described above.


GS-7 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: experience applying mathematical methods and scientific principles to assist other analysts; experience using multivariate techniques and mathematical, simulation economics, econometric and statistical operations research techniques to use in projects; experience in researching and gathering pertinent data from a variety of sources, and using it to analyze routine projects; experience applying the provisions of the Internal Revenue Code applicable to assigned subject matter projects and of the meaning of the data secured from tax returns; experience working with user-oriented computer programming languages and statistical software packages. OR You may substitute education for specialized experience as follows: One year of graduate level education at an accredited college or university in operations research, mathematics, probability, statistics, management science, economics, mathematical logic, science, engineering or related field. OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-9 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: experience applying mathematical methods and scientific principles when conducting operations research projects. The assignments must have shown completion of the following, or the equivalent: Experience utilizing and applying mathematical methods and scientific principles to accomplish studies and utilize mathematical models; Conducting research and gathering pertinent data from a wide variety of sources. OR You may substitute education for specialized experience as follows: a master's or equivalent graduate degree in a field of study such as: operations research; or a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence as described in the basic requirements. OR 2 full years of progressively higher level graduate education leading to a master's or equivalent graduate degree in a field of study such as: operations research; or a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence as described in the basic requirements.

For Grades 5 through 9 You may qualify with a combination of qualifying education and experience. Options for qualifying based on a combination will be identified in the online questions.

In addition to the above you must have, within the previous 2 years, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application.

*Veterans (as defined in 5 U.S.C. 2108 ) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

- The experience may have been gained in the public sector, private sector or Volunteer Service . One year of experience refers to full-time work; part-timework is considered on a prorated basis.

EDUCATION DOCUMENTATION
You must submit dated documentation showing completion or intended completion (if graduation is no more than 9 months from the date of application) of all educational requirements (e.g. letter from the registrar, unofficial transcripts). A Certificate is a post-secondary educational program, in a qualifying educational institution, equivalent to at least one full-time academic year of study, that is part of an accredited college-level, technical, trade, vocational or business school curriculum. For study at a business or technical school, 36 weeks of study (20+ classroom hours per week) is comparable to 1 academic year of full-time study, IF your academic institution calculates a full-year of academic studies with fewer hours, or academic credits are expressed in contract months, units, or other terms that differ from the conventional hours, please have your academic advisor provide a letter certifying the Certificate program meets the regulatory definition.
