Description Effectively lead and manage customer-wide enterprise architecture being responsible for implementing IT infrastru c ture and business applications to meet the customer Commission sn ee ds. Chief Architect researches current tech n ologies that are co m pliant within the federal IT sec t or and st r ategically aligns IT projects with ongoing customer business needs. Requirements in this area include the improvementdevelopment of application services and infrastructure across the customer. This role will be supporting innovations and IT modernization to increase effectiveness and efficiency across the enterprise. Provides enterprise architecture expertise to translate an enterprises strategy into a future enterprise architecture and a transition plan (ie roadmap) to achieve that future state. Uses multi-disciplinary techniques, for example business process decomposition and redesign, information engineering, organizational redesign, change management, IT strategy and architecture, and performance measurement, to assist in enterprise business transformation and EA implementation. Interacts at a variety of points within the enterprises governance process to assist in implementation of the transition plan, to include organizational strategy development, capital planning and investment control, portfolio and project management, systems development, and operations. Designs, develops, and maintains current and future views and data describing the enterprise architecture. Researches and advises on the selection of technologies to include within the enterprise architecture. Provides analyses of potential changes to the EA. Conducts reviews and analyses of architectures to ensure compliance with EA policy. Provides oversight for the development and maintenance of quality programs, systems, processes and procedures to ensure EA policy compliance or to improve the EA. Coordinates and collaborates with subject matter expert and other architects to reflect reengineered business processes into the EA. Defines, develops, and provides expertise and guidance on EA processes, policies, roles and responsibilities. As the customer establishes new methods of regulating energy, The Chief Architect works closely with each program office to ensure that their technical and on occasion functional requirements are met. The Chief Architect provides the design, development, and implementation of IT solutions at the Commission and utilizes a SDLC as a project management framework for IT solutions. Following the SDLC governance, supports the delivery of secure and reliable software, hardware, and services to meet the requirements of the Commission. The customer also requires that all projects utilize EVM methodology to accurately determine progress and value. Currently, applications and infrastructure reside on premises at the HQ and the Alternative Computing Facility (ACF). The customer is in the early execution phases of a long-term program to lessen reliance on internal application and system hosting in favor of cloud services. They are using email on the cloud today. Currently conducting market research with cloud service providers to see what federally compliant offerings are available to support the federal sector. The customer expects the Contractor to assist with future transitions to the Cloud. Qualifications Required Bachelor s degree and fourteen (14) years of experience Masters and twelve (12) years or more of experience. Enterprise architecture frameworks (eg, TOGAF) Agile software development lifecycle experience (eg, SAFe) ITIL experience Must reside in the DC Metro Area Desired Prior experience in government commissions a plus. Experience with TROUX suite of products is desired.
