Description SAIC is looking for a Financial Business Analyst to provide direct support to the Air Traffic Systems Directorate (AJM-2) within the Program Management Organization in Washington, DC. The successful candidate will work without appreciable direction from the Offshore Program Manager to accomplish the following Analyze program budgeting and accounting reports and report findings to maintaining expenditure controls assign andor adjust fiscal allocations, monitor budget execution, prepare budgets and budget reports, and make recommendations on funding requests Analyze program budgeting and accounting reports and report findings to maintaining expenditure controls Assign andor adjust fiscal allocations, monitor budget execution, prepare budgets and budget reports, and make recommendations on funding requests Verify that budget adjustments are made in accordance with program changes Prepare program funding and spending status reports Participate in communicating program financial health to Executive management Support the creation, execution, and maintenance of spend plans, and provide special reporting when directed by the COR Initiate Purchase Requests (PR), Purchase Orders (PO), and Purchase Authorizations (PA) using PRISM and other FAA approved systems Support the preparation of OMB Exhibit 55, Capital Investment Plan (CIP), Resource Planning Documents (RPD), and related financial documents Support the maintenance and communication of capital assets status to the asset capitalization group, including status as it relates to compliance, in accordance with FAA Capitalization Guidelines Analyze other contractors financial deliverables and make recommendations for improvements and cost reasonableness Provide analysis and support in conducting Integrated Baseline Reviews (IBRs) in accordance with FAA IBR guidelines Conduct analysis of contractor Cost Performance Reports, including government Control Account Manager Summary Reports and Build Analysis Reports and report findings Support senior executives in preparing OMB submissions and Provide expertise in the development, review, and processing of resource planning documents. Qualifications Bachelor s Degree in business, finance, economics or related filed is preferred 20+ years of experience in FAA financial analysis andor accounting Must have experience in the following PRISM, Delphi, SPIRE, US Bank, REGIS Knowledge of AMS, FAR, Federal Appropriations Law, and project acquisition lifecycle is beneficial. Must be proficient in databases, MS Office and financial software applications. Outstanding presentation, reporting and communication skills. Strong analytical skills with the ability to analyze data sets to determine trends, establish strategies, and make decisions. Outstanding interpersonal and communication skills with the ability to effectively communicate across diverse audiences and influence cross functionally.
