Responsibilities As company expert, responsible for conducting and analyzing customer opportunity research. Supports the data collection and analysis of public sector content. Provides account management over a select set of states, andor localities for which the analyst will utilize web-based and human intelligence to identify, qualify and describe procurement opportunities, contracts, contacts, vendor information, and or other selected data sets. Acts as a liaison with both clients and government officials. Ensures the quality and analytical depth of the web-based database product content through both secondary and primary research. Principle duties include identifying customer requirements using in-depth primary source research customer budget analysis, updating and tracking progress on previously identified customer business opportunities synthesizing research findings in both written and oral formats analyzing overall market trends and the provision of written oral briefings to internal staff, external clients and trade publication representatives. Ability to learn and apply complex market knowledge quickly. Ability to train and develop others. Excellent internet research skills. Understanding of public sector procurement as well as information technology market concepts and key components. Conduct research, analysis and delivery of high-quality and timely responses customer inquiries regarding public-sector opportunities and initiatives. Conduct and analyze overall market trends and provide written and oral briefings to internal staff, external clients and trade publication representatives. Conduct budget analysis from Customer budget documents and review IT Strategic Plans Through in-depth knowledge on government procurement rules regulations. Update and track progress on previously identified state local business opportunities. Synthesize research findings and analysis in structured online written and oral formats. Represent company at public-sector industry events. Ensures the quality, depth of analysis and usability of the web-based product. Act as a liaison to clients and government officials. Contract Primary responsibilities Assist in policy and privacy analysis, development, and coordination. Support andor lead the conduct of meetings, including meeting preparation, coordination, summaries and action tracking. Assist government staff in strategic planning efforts, policy reviews, and meeting set up with FSLT law enforcement officials. Review federal and state policies and operating instructions to assist with translating law enforcement information requirements into architectures standards. Review and provide input to draft Executive Orders and other materials to support government-planning efforts. Leverage direct technical knowledge of RISSRISSNET, other SBUCUI systems to enhance continued interconnectivity of SBUCUI networks, identity provisioning, resource sharing, and shared services initiatives. Promote knowledge and understanding of existing IT used in the declassification review business area, as well as innovations and developments in IT tools and processes. Apply extensive knowledge of project management methodologies to information review and release needs. Plan, develop, and implement strategies to identify shortcomings and inefficiencies in existing processes and suggest system development improvements. Take meeting notes as required. Qualifications Required senior-level qualifications To qualify for a Senior-level labor category, the candidate must possess, at a minimum, the following education and experience Bachelor's degree and twenty (20) years of work experience related to the technical requirement against which the individual is slated to perform. Four (4) years' experience may be used in lieu of a Bachelor's degree, which would then require the individual to have a total of twenty-four (24) years of work experience related to the technical requirement. If an individual possesses a Master's degree (preferred, but not required), the requirement for related work experience is reduced to eighteen (18) years. If an individual possesses a PhD, the requirement for related work experience is reduced to fourteen (14) years. Superior knowledge of state fusion center operations, policies and procedures and superior project leadership skills working with the National Network of Fusion Centers Expert experience in privileged access management, to include public key infrastructure, identity management, attribute-based access control, digital policy development, protected-resource metadata tagging, attributable action audit technologies, and user entitlement provisioning and management Superior knowledge of government-wide strategies, programs, policies and processes related to Identity and Access Management (ldAM), including Federated identify management, the Federal Identity, Credentials, and Access Management (FICAM) Program and Trust Framework Provider process National Strategy for Trusted Identities in Cyberspace (NSTIC) the National Strategy for Information Sharing and Safeguarding and EO 13587 Superior knowledge and experience working within law enforcement associations to include leadership positions on governance boards and committees related to law enforcement information sharing Superior understanding of strategy, policy, training and project management related to information and intelligence sharing at the FSL-level as demonstrated by an IT or project management career assignment or a Master's degree in a related field Demonstrated experience balancing competing requirements while ensuring deadlines are met and Superior problem solving skills and ability to identify and explain complex problems, a range of opt ions, and preferred courses of action.
