Business Group Highlights Defense The Defense group supports the Department of Defense (DoD) mission to keep our homeland and its citizens safe. We provide solutions to improve the Nation's defense by providing software, systems engineering, IT, training and logistics and fleet management solutions. Responsibilities 10 USC 7901-7903 establishes a National Oceanographic Partnership Program Office (NOPPO), an Ocean Research Advisory Panel (ORAP) and working groups to propose and manage partnership projects. At present, three federal working groups are in existence the National Oceanographic Partnership Program (NOPP) the Interagency Working Group on Ocean Facilities and Infrastructure (IWG-FI) and the IWG on Biodiversity. Additional information on NOPP may be found at httpwww.nopp.org .- The program requires an overall Program Manager to work with government employees to implement and manage NOPP activities and will serve as the first Technical Point of Contact for NOPP awards. Personnel supporting this effort will use commercial software packages, to include at a minimum, Microsoft Office (specifically Word, Excel, PowerPoint, and Outlook). Personnel will also be communicating clearly and effectively, both verbally and in writing.- - Responsibilities include - Assisting ORAP and the interagency groups, NOPP, IWG-FI, IWG-Biodiversity and others if established. - Managing partnership projects, including developing and providing technical materials for peer reviews, providing meeting facilities and hosting peer review panels, providing a web-presence for NOPP and NOPP projects, interacting with project leads, and the collection of NOPP project annual reports. - Developing and drafting an annual report to Congress on the status of all partnership projects and activities of the office. - Additional assistance or duties for the administration of the National Oceanographic Partnership Program that the NOPP or other working groups consider appropriate, subject to applicable statutory or regulatory limitations as required. Qualifications Requires 2 to 5 years with BSBA or 0 to 2 years with MSMAMBA or 8 to 10 years with no degree. - - Bachelor s degree in oceanography, atmosphere or marine science.- Master's degree preferred. - 6 years of successful research experience, research administration, andor substantial managerial experience in academe, industry, or government after award of the degree. - Documented participation in extramural grant competitions, preferably as a proposer, reviewer andor panelist, as well as documented participation in technical andor scientific publications. - Demonstrated knowledge in an oceanographic scientific and technical discipline and experience with cross-disciplinary scientific teams. - Documented experience working with teams across a variety of Federal and state government agencies, legislative bodies, and private sector organizations.
