As a Housing Innovations Specialist, you will:

  • Participate in activities seeking resolutions for some of the Nation's most complex and plaguing problems associated with low-income housing assistance.
  • Be part of a team working toward the objectives of establishing innovative new methods and processes for managing public housing in a way that is responsive to the needs of the participant PHAs, residents and their communities while striving to examine new approaches to meet the three key goals of the demonstration.
  • Manage a portfolio of assigned PHAs which the incumbent is expected to handle independently and a variety of projects which the incumbent works with one or more other members of the office and other Departmental staff.
  • Develop policies and procedures related to innovative performance of public housing management.
  • Facilitate positive relationships between the various HUD offices in headquarters and the field that are necessary to effectively administer the demonstration; developing rules, notices and internal operating procedures for evaluating and monitoring the demonstration sites and assisting in formulating solutions and implementing strategies related to the more efficient management of public housing.
  • Prepare recommendations and developing policy alternatives and materials and new or proposed legislation; developing and conducting training for HUD field staff, PHA staff, external partners and residents on financial management and programmatic matters; and providing expert advice and technical assistance.

The experience may have been gained in either the public, private sector or volunteer service . One year of experience refers to full-time work; part-time work is considered on a prorated basis. This position is located in the Office of Public and Indian Housing (PIH). PIH's mission is to provide low-income families affordable housing opportunities as they transition to self-sufficiency and homeownership. PIH oversees the administration of HUD's Public Housing, Housing Choice Voucher, Section 8 Rental Assistance, and Native American Programs through a staff of Headquarters and Field employees. The field structure for PIH consists of 29 Hub Offices and 16 Program Centers that provide oversight, direct monitoring, and coordination for approximately 4,200 public housing authorities.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience:

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:

Working with the Moving to Work demonstration; AND
Working with public housing, voucher, or other affordable housing programs; AND
Maintaining and developing contacts and convening meetings with key players on affordable housing program issues; AND
Analyzing issues/problems, developing strategies, and presenting solutions to senior management and high level officials, orally and in writing; AND
Communicating through oral presentations, written communication, documentation, and report writing.

To be qualified for this position at the GS-12 level, you must have at least one year of specialized experience equivalent to the GS-11 level. This experience is defined as:

Working with public housing, voucher, or other affordable housing programs; AND
Maintaining and developing contacts and participating in meetings with key players on affordable housing program issues, AND
Analyzing issues/problems, developing strategies, and presenting solutions to senior management and high level officials, orally and in writing; AND
Communicating through oral presentations, written communication, documentation, and report writing.


Time-in-Grade:
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
For the GS-12, you must have been at the GS-11 level for 52 weeks.

Time After Competitive Appointment:
Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

You will be evaluated for this job based on how well you meet the qualifications above.
