The USPS OIG is seeking students enrolled in college/university programs to fill our Student Cooperative - (Paid) position in the Research and Insights Solution Center (RISC) group located in Arlington, VA.

Responsibilities

RISC's Analytics group conducts innovative analysis on Postal operations to support investigations and audits. RISC's Research group studies strategic issues facing the Postal Service by conducting quantitative and qualitative analysis to identify opportunities to increase the efficiency and promote growth of USPS products and services.

The Student Cooperative will assist with operations relating to data governance and data management. The Student Cooperative will also assist the Analytics group with special projects. The position requires responsibility, attention to detail, excellent writing and critical thinking skills. The Student Cooperative Program is available for continuous employment throughout the year, while enrolled in school. The selected candidate will work between 15 and 20 hours per week.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and/or the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 08/19/2019 will be considered.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Administrative Band level. The base salary range for this position is $13-$17/hour. Locality Pay is authorized.

Sophomore $16.81 per hour plus locality pay
Junior/Senior $19.40 per hour plus locality pay
Graduate or Law Student $21.98 per hour plus locality pay

  • Assist the Director of Data Management to develop and implement agency-wide data management and data governance strategy, policies, processes, and tools to optimize data quality for the OIG.
  • Assist the Director of Data Management to implement an agency-wide data catalog, in coordination with agency management, Office of the Chief Information Officer staff, data owners, data stewards, and various other stakeholders.
    • Assist with data catalog configuration.
    • Help identify agency data sources.
    • Help load, enhance, and maintain data source information resources within the data catalog.
  • Help identify and convey pertinent data management related issues to the Director of Data Management.
  • Help maintain RISC's SharePoint-based information repositories.
  • Help develop and distribute Data Management and other communications products.
  • Provide administrative assistance to other RISC directors and managers.

Qualifications

MINIMUM REQUIREMENTS

You must meet ALL of the minimum requirements.
  • Students must be currently enrolled full or half-time in an accredited college or university program, classified or academically ranked by semester hours as a Sophomore, Junior, Senior or Graduate student, not graduating prior to May 2020. (MUST SUBMIT TRANSCRIPT STATING CURRENT ENROLLMENT STATUS, GPA AND IN GOOD STANDING)
AND
  • Must be in academic good standing as defined by the college or university, earning at least a 3.0 GPA on a 4.0 GPA scale.


AND
  • Must be able to report to work year-round in the USPS OIG Rosslyn, VA office a minimum of 15 hours per week (Monday-Friday) during core business hours.
DESIRABLE QUALIFICATIONS
  • Familiarity with data management, data governance, business intelligence, and/or technology and innovation.
  • Experience with quantitative data analysis.
  • Knowledge of business analysis.
  • Familiarity with process improvement.
  • Proficiency in SharePoint management.
  • Experience conducting research.
  • Familiarity with organizing meetings and events.
  • Experience creating presentations and other visual communication material.
